Origin Story:
Hi! I'm Isaac. I am a rising junior at George Washington University in D.C. and I competed in Congressional Debate for four years as a student at Pennsbury High School in Pennsylvania. I competed extensively on the national circuit, obtaining 11 bids to the TOC and I was lucky enough to place/final at tournaments like Harvard, Princeton, Sunvite, Blue Key, Barkley Forum (Emory), Durham, UPenn, and Villiger.
Now that I've given some of my background as a competitor I can discuss what that means in terms of what I like to see as a judge. In my opinion, this can best be summarized like this;
Congress:
stick to 2 points
don't speak too fast
try to get to 2:50-3 minutes
arguments flow in linear way and flow broad to narrow with a terminalized impact (human beings should be your impact)
use refutation after 1st cycle
I like well 2 well developed arguments over 3 poorly constructed ones
Stick to legislation what does the legislation do
LD:
Don't spread
cite good sources
present links clearly
PF:
Don’t spread (speak so quickly I can’t understand you)
use good sources (try not to use news articles, stick to research)
arguments flow in linear fashion (I should be able to see where you go from point A to point B to point C)
give me a human reason to vote for your side (this means establish the human impact why the issue directly impacts a human person)
no theory please (stick to arguing the facts, data, and information of the issues at hand in the motion)

In Congressional Debate, I believe in clear, concise analysis. I expect clash, cited evidence, and rebuttal. I also appreciate students who immerse themselves in the debate and act as if their votes have an importance to their constituents back home. I understand that the end result is artificial, but for the moments in which you are in session, act like it matters.
I also expect that you will treat your colleagues with respect and avoid the parliamentary games which serve to prevent them from speaking. I've been around too long and can see through such tactics.
Policy Debate Paradigm:
Overview:
The things you are probably looking for:
Speed: I’m fine with whatever you are comfortable with--no need to try to impress me.
Performance: I do not mind a performance but make sure the performance is tied directly to the case and purpose of the debate. I am NOT some old fart, but I am a bit old school with a blend of progressive ideology.
Pre-dispositions: Please do not make arguments that you do not understand/cannot explain in order to fill the time or to confuse the opponent—I will definitely take notice and probably will not vote for you. Keep things well researched and logical and everything should be fine.
Sportsmanship: Please always be respectful of your opponents. Mean-spiritedness is not a way to show me you’re winning. Even though I will always vote for the better arguments, if you display signs of cruelty towards your opponent, your speaker points will suffer.
****Make sure you have great links…nothing worse than sitting through a round where no one understands how any of the arguments relate to the topic*********
Specifics:
Disadvantages: Unless if your strategy is extremely sophisticated/well thought out/well-rehearsed (I have encountered quite a few when I competed), I think you should always run at least 1 DA.
· The Counterplan: If done well, and the strategy around them is logical and thought-out, these are generally winners. If done poorly and you just inserted one to fill the time, I will be sad and bored.
· Procedurals/Topicality: I love a good meta-debate, and I am open to these if you guys have a solid strategy around these arguments (for example: if your opponents are illogical/made mistakes, point that out to me). However, I usually see T’s used as generic fillers, and I will not vote for a generic filler.
· The Kritik: Love Ks if done well and showcases your knowledge of the topic and argument. However, if I can sense that you don’t know what you’re talking about, running a K might hurt you.
Overall, have fun ( I understand how stressful this event can be), show me you're prepared, and always try to learn something.
Lincoln-Douglas, Big Questions Debate, and Public Forum Debate Paradigm:
My job as a judge is to be a blank slate; your job as a debater is to tell me how and why to vote and decide what the resolution/debate means to you. This includes not just topic analysis but also types of arguments and the rules of debate if you would like. If you do not provide me with voters and impacts I will use my own reasoning. I'm open all arguments but they need to be well explained.
My preference is for debates with a warranted, clearly explained analysis. I do not think tagline extensions or simply reading a card is an argument that will win you the debate. In the last speech, make it easy for me to vote for you by giving and clearly weighing voting issues- these are summaries of the debate, not simply repeating your contentions! You will have the most impact with me if you discuss magnitude, scope, etc. and also tell me why I look to your voting issues before your opponents. In terms of case debate, please consider how your two cases interact with each other to create more class; I find turns especially effective. I do listen closely during cross (even if I don't flow), so that is a place to make attacks, but if you want them to be fully considered please include them during your speeches.
Hello! I am Geetha Dwarakapuram. I am a senior technology manager at Bank of America. As for public speaking and giving speeches, I speak on a daily basis in front of large groups of people as part of my job. I am also a volunteer at a local youth Toastmasters club. I have been a parent judge for the last four years both online and in-person. My daughter was a National Circuit competitor in Congressional Debate for five years and my son is an active competitor in Congressional Debate.
Congress: I like to look for concise speeches that support the argument with evidence contradicting the opposing side. I also look for senators and representatives that mention others to enhance their ideas. I highly frown upon rehash but enjoy listening to speakers who engage the audience with their take on the bills. While your speaking style and delivery are, of course, an important part of the overall package, it is congressional debate after all, so I'll always rank a less polished speaker with better arguments higher than somebody who's a great orator but isn't providing something new or doesn't have the same quality of evidence. For presiding officers, I mainly judge if they do not stick out to me during the session and run a smooth and steady round.
Speech: I look for eye contact and a powerful voice when talking. I should be able to understand what you are talking about and like to be engaged throughout the whole speech. I enjoy speeches that have a memorable ending, or " end with a bang" as I like to call it. For dramatic speech events, I should be able to feel the emotion that you are trying to show with your voice. Time limits are something I look at when deciding scores.

THINGS YOU SHOULD KNOW WHEN I JUDGE YOU:
1. Role of the debate space: This activity should be a safe and inclusive place for EVERYBODY. I am open to progressive and identity based arguments, and I want ya'll to be comfortable in the round. Although I've faced my own discrimination as a member of the Jewish community, I will never know what it's like to deal with the marginalization that POC, Women/Womxn, and the LGBTQ face on a daily basis. Thus, if there is anything I can do to make you feel more comfortable in the debate space, please let me know.
2. Evidence
A. Recency
I am a sucker for recent evidence, the more topical the the evidence the better. It's hard for me to trust that evidence from 6 or more years ago is still relevant (everything 1/1/2017 and beyond is fine until 12/31/2022).
B. Citing
Please at LEAST cite the year of the evidence, month is fine, and date is only necessary if it's extremely recent or if the date has some significance. Each contention should have evidence (this also applied in Extemp, Info, OO/Pers).
C. Sourcing
PLEASE TELL ME WHERE THE INFO WAS PUBLISHED. Johnson 20' could easily be someone's parent or a random blog writer. Tell me if it's from The Brookings Institute, or Vox, or PBS, or the National Institute of Health. I also value source diversity, don't repeat the same publication if possible, some other publication has probably said the exact same thing.
D. Conflicting evidence
I am happy to hear arguments about why yours is better than your opponents' (Recency of publication, larger sample size, more diverse sample size, more credible publication, misuse of evidence, conflict of interest in publishing etc).
E Quality/Bias:
I personally don't like Fox, CNN, MSNBC, The Daily Wire, and other sources that have had too many problems with fake news. I won't accept evidence from conspiracy theory or white supremacist sites like Breitbart, InfoWars, The Daily Stormer, or anything from Q-ANON.
3. Delivery:
A. Speed: I have a fine motor skill issue that prevents me from flowing super fast. I will listen to some speed, but not full spreading. I can handle more speed than lay, but less than the avg flow judge. If I call speed 4x and you don't slow down you will lose the round.
I am less willing to deal with speed in Congress, IPDA or BQ where the point is to be conversational.
B. Speaker Points: Rounds should be fun. I want ya'll to be able to use your wit and humor, thus I will take that into account if you are looking for a way to improve your speaker points. I like puns, Childish Gambino, Hamilton, Lil Dicky, Rick and Morty, sports, and silly analogies. You won't win just for being funny, but you'll up your spks for sure.
C. Standing/Movement: I expect all competitors to stand when they speak (not required during cx). It's better for your vocal projection, confidence and overall presentation. If you are doing Congress, Spar or an IE (not including interp), I expect you to also do a speaker's triangle/three step walk.
ONLINE TOURNAMENTS ONLY: Please don't look down at the camera, place it on a higher platform so that it can be at eye level when you stand. Make sure you look at the camera to simulate eye contact and not stare at yourself or a second monitor... Also please make sure you are fully in camera when you're speaking.
4. Argumentation
Types of Arguments I will and won't listen to
A. All events:
Debate is a game so run what you want, but here is a tip sheet if you have me.
a. Counter-plans: Make sure they aren't perm-able, that they are non topical and that they don't bite into your own disadvantage
b. Perm: Show why both plan and cp can be done. I won't allow everything to be permed just because it's a "test of competition"
c. Ideology: I'm not only from a metropolitan city, I'm from a metropolitan COASTAL State, not only am I from a metropolitan COASTAL state, but that State is California... you do the math on where my politics lie. Jokes aside, speech and debate is already a progressive activity, but I'm a 20-something year old adult from the most liberal place in the country who is an intersectional feminist and is part of a marginalized minority...like I'm pretty far left. I will listen to conservative leaning arguments, but be careful. I recommend framing them within a progressive lens, and how your impact will protect the disenfranchised.
d. Structure: If you do a status quo, link/change, impact type structure you improve your chances of me voting for you/ranking you well. Also, if you're using an opponents argument against them SAY TURN. If you don't have an argument to turn it, then de-linking (showing why it doesn't apply) or saying it's non unique (that their impact is already happening without the resolution/topic) is helpful. I really appreciate when people number their responses.
It's in your best interest to give impacts (why we should care/the result of your argument). Please state the name and number of your contentions. Say the word impact, tell me what the TANGIBLE impact is, then explain it (hopefully with evidence).
Event Specific Notes
A. PARLI, PF, LD, CX, IPDA and BQ Only..... If you have me in congress, keep scrolling.
a. Conditionality: Kick whatever you want as long as there isn't offense on it. I'll listen to condo theory
b. Topicality: If you're being abused by the aff, run it. I'm also okay with seeing it as time strategy. Show the articulated abuse.
c. Reverse Voting Issues: They usually aren't very persuasive but I will buy them more than the average flow judge.
d. Spreading Theory: If you're calling speed and/or clear and the team refuses to slow down I will probably vote for this if you do an okay job running it.
e . Kritik's: Will listen to them if the structure is very organized. I want to be told the role of the ballot, the framework, the link, the impact, the alt etc... I've only voted on four k's ever.
f. No New Points in Rebuttal Theory: I'm a fan, but you have to earn it.
g. No Neg Fiat: I'll laugh, but hey, if you can do it, good for you.
h. Trichotomy: Bleh, you better make some really compelling arguments.
Overall: Be organized, use sub-points, number your responses, explain your impacts. I will listen to complex arguments but please explain them clearly. Hard for me to vote for you if you don't give me voters. HAVE FUN.
B. Congress ONLY:
1. CLASH is the most important part of congress.
Even if you're the first speaker, tell me what opposition speakers are going to say. When you CLASH, tell me which opponents you are responding to directly (Senator Trololol or Representative DankMemez YOU said). Yes I am okay if you clash with members of your side as long as you don't contradict yourself.
2. DO NOT repeat points made by others without contributing to the conversation.
If someone makes a point that is even REMOTELY similar to yours, you can't just pretend that they didn't say it. Like if you have an economic point about job growth and someone else on your side talked about gdp growth you can address them (Senator Renegade YOU brought up how this legislation increases the nation's gdp, and while I agree that this is important, we also need to understand the economic implications of how this bill impacts job growth).
3. Speaking order
Any person can win from any spot. However, the later you go, the more I expect you to clash, and the more I expect your points to be unique. If you are nervous about clashing or have generic stock points, I'd recommend going early and predicting the round. If you're one of the last speakers to speak on a bill, please compare the aff and neg (like a two world scenario), and give summaries of why your side has won.
4. Organization
A. Within a speech
Attention Getting Device, Quick Preview (pass/fail this bill and there's a few reasons why), Contentions and Clash (preferable to do them as the same time), Quick Conclusion.
B. Within an argument
State the name of your argument as you start that contention. Then you can kinda do whatever you want as long as you explain why your argument connects back to the bill and clash if possible.
If you do a status quo, link/change (if we pass/fail this legislation then), impact type structure I'll be impressed.
5. PO'S
Be efficient, be personable, be confident, be organized, follow Parliamentary Procedure, and it's in your best interest to tell us how many questions/speeches we got in while you presided.
Congress Overall: Overall: Be organized, CLASH WITH OTHER SPEAKERS, number your responses, HAVE FUN.
I'm a parent of an experienced debater. I've judged mostly congress for 6 years and some PF as well at fairly high levels.
Ask for my congress paradigm verbally before the round starts. It's pretty simple, I trust that most of you know what to do.
PF:
I am a lay judge. I want to see clearly established links and easy to follow arguments. I do not want to get lost in my flow trying to make sense of your argument. I will still evaluate an argument if I have to make some leaps of logic but I'm less likely to evaluate it to the strength that you intend. As for responses, I want both refutation and weighing. Just because a response exists, doesn't mean it is good enough to take out the argument. I need to buy that your response does what you say. I always want to see weighing, debate is a comparative activity. The side that wins is the side that is better, not the side that is right. For frontlines, I don't want a repetition of your argument, I've heard it already. I want to hear, very clearly, what your response to the refutation is, there's multiple speeches for a reason.
As for speaking, I'm not a huge fan of speed. I'd prefer if you slowed it down a little. Slightly faster conversational is what I prefer. I want fluid speaking for high speaker scores. A little variation always helps me follow a long. If you have any massive fluency meltdowns, unintentional pauses, or just get obviously stumped at any points during your speech I'll deduct speaker points heavily, and depending on how bad it is, it can cost you the round.
Lastly, I highly value adaptability in debate. If your opponent says something that has you completely lost, it's not a good look and it can cost you the round.
Hi there,
My name is Alex Gordon -- I competed in Congressional Debate for 4 years at the Dreyfoos School of the Arts in West Palm Beach, FL. I debated a decent amount nationally, placing 3rd in Senate at NSDA Nationals my senior year, and ranked well at a few other tournaments over the years. I am now a sophomore at Yale University, where I compete in parliamentary debate.
I judge congress rounds holistically, preferring the best overall legislator over the best orator, best debater, etc. That said, here are a few things you may want to consider in reference to how I evaluate speakers:
1. If you are disrespectful, rude, or violate decorum, I will refuse to rank you, no matter how good your speeches are.
2. Feel free to use humor, but always make sure you are taking the competition seriously and with respect.
3. Don't be afraid to take risks. I reward creativity and unique argumentation and styles.
4. I am fine with speed, but some judges are not, so check their paradigms, too. Also, make sure your computer can handle speed through Zoom, too. The last thing I want is to not understand what you are saying as a result of the technology
5. Every speech after the first affirmative should have refutation. There is no excuse not to, because that just shows you are not listening to your fellow representatives.
6. Please have warrants! I should not be left asking "Why" or "How" after you make your argument. Also, please do not rehash.
7. Please do not say, "According to the New York Times" and move on. Provide a name and/or date with sources, if possible.
8. Be passionate. Show me why I should not only care about your side of the debate, but about your particular argument and why it is the most important in the round. Connect to the humanity of debate -- paint a narrative of what will or will not happen as a result of the vote. Make me want to vote for you and your side.
9. Have fun. Show off your personality.
As a final note, I want to say how inspiring it is to see you all still dedicated to the activity and willing to put the time into competing this weekend. I know there is a lot going on in people's lives, and debate can oftentimes be a stress-inducing activity. If at any point you just need a break, or need to leave and get a glass of water, always feel free to take care of yourself first.

As someone who has competed in numerous public speaking events, most notably Congressional Debate, I typically favor those competitors who have a solid grasp on their style, have comprehensive research, fluidly weave in refutations throughout their speeches, and have a mature understanding of the topic at hand.
I usually mark down competitors who forgo using rhetoric as a means of persuasion; however, I also think that impact-based speeches lack substance. It's imperative to find a middle ground between the two in order to craft an effective speech.
As a parliamentarian, I want to see the chamber run fairly and efficiently by the Presiding Officer. The chamber should consistently maintain decorum and be active. I highly discourage one-sided debate especially at tournaments that allow internet access.
Most importantly, I enjoy hearing speakers who are passionate and are having fun:)
My paradigm for congressional debate is quite simple:
I would appreciate if competitors do not spread or talk too fast: the goal of this event is to engage in insightful discussion surrounding the legislation but talking too fast often defeats this purpose.
Clash is important, but clash politely! I enjoy when debaters weigh the impacts of the opposing side with their own. However, I take into careful consideration how you carry yourself throughout the round. How you treat the PO, your fellow competitors, judges, and yourself will be a point that I look at when I cast my ballot. Please be respectful and polite because the kindness you treat your opponents with is more important that any award or trophy you can win. Especially in this online setting, you should be attentive during the round. Asking questions and taking notes lets me know that you are active and participating. With that being said, don't ask questions for the sake of raking up points on my ballot. I appreciate questions that genuinely have a purpose and move the debate forward.
Most importantly, I have no tolerance for any sort of racism, homophobia, sexism, or bigotry. I deem that unacceptable and I will not hesitate to dock you on my ballot.

My name is Francis (Sae-Rom) Kim,
I am a parent and an assistant coach at Redlands High School, have been judging Congress for about 5 years now, and I am very excited to see all the amazing, talented speakers today.
As a judge, I evaluate the "Best Legislator" in the chamber based on a demonstration of various skills, not just speaking. I often use the congressional debate rubric chart. This means I evaluate basic skills as well as participation in setting the agenda, making motions, asking questions, as well as content, argumentation, refutation, flow and delivery. Most importantly, I'm looking for effort, passion, and consistent participation in the round. Just because you gave a good speech doesn't mean you get an automatic good rank. You need to show you are engaged with the chamber.
I will try to be as fair and just as possible, so enjoy the experience and be respectful during the round!!!

General Debate Paradigm
Speed: I can handle speed, but I don't like spreading. Spreading hinders communication, imo, and while I can understand it, if you're introducing me to something that I'm not familiar with, it's likely that you're not leaving me enough time to really consider it, and you're probably not taking the time to explain it particularly well.
Kritiks: I am least experienced with Kritiks so run these at your own risk and explain the kritik as well as possible.
Theory: I rarely judge on theory unless there are specific and significant abuses. I will vote you down if you run disclosure theory.
Truth over Tech, and Depth over Breadth: I will vote up one true/viable argument over 5 drops of lazy/lame/bizarre arguments.
I would prefer for debaters to engage in research and would rather have an in-depth debate over a single main issue than 20 that are superficial.
Speaker Points: I use speaks to reward good public speaking, not strategic choices.
I am a parent judge. I have been judging various speeches and debates for about 5 years now. Clarity and strength of your arguments, cross-examine of opponent's arguments and a good summary will help me choose the winner for debates.
Harker, now UChicago, did Congress all 4 years of HS.
I reward people who are prepared to speak on both sides, actually refute people instead of just namedropping, PO efficiently or at least make an effort to, have high quality evidence, unique and high quality intros, jokes in speeches, and GOOD QUESTIONS/LINES OF QUESTIONING IN CX
Things I won't reward: Politicking to stop ppl from speaking, not coming prepared for the debate, only giving constructives even late on bills, not filling the time on your speeches, canned intros, speaking from your laptop.
Also I really like when Congress rounds are fun, so try to make rounds fun, don't be cutthroat, use humor, support each other, don't get mad when people don't know procedure, Congress procedure is stupidly complicated and everyone does it different, I promise you I don't care.
I believe debate is a communication event so I oppose speed and jargon. Debaters should explain their arguments and have sound logic and evidence to support it. Being able to explain the argument, the implications of the argument, and why does it matter is key to winning my ballot.
I am an assistant Speech and Debate coach, but mostly work with Speech events. I know the basics of Debate events, but I am not a pro, so I prefer when debaters speak at slower speed rather than spread.
I'm ok with either progressive or traditional style debate (I'm ok with running K's for the most part)
The most important things are to be kind and have fun :)
I am a former debate coach and debate tab staffer at many regional and circuit-level tournaments in California. I competed in student congress and have actively coached congress, speech (e.g., oratory or platform events), LD, and public forum debate. I competed from 2006 to 2008, coached from 2008 to 2013, and tabbed from 2011 to 2022. My specialty is in tabbing and evaluating TOC-level congressional debate rounds.
Outside of speech and debate, I have my PhD in Social Psychology. I focus on group identities and how it affects our thoughts and behaviors. Between that and my other professional experiences, my view of speech and debate has now become focused on the communication of information and logical arguments for an audience.
Here is how this has affected my perspectives of debate rounds:
- Do not actively harm anyone else in the debate round. Personal attacks, ad hominem arguments, or similar actions detract from the speech and debate experience. If you engage in any behavior that actively harms yourself or a competitor, I will give the win to your opponent and immediately let tab staff know of your behavior.
Think about what you plan to say or do before you say and do it. This can often lead to a better round and less potential for unintentional outcomes from a round. This can also help identify biases within ourselves and each other that affect what we do and do not perceive or how our words and actions can affect others. I am trying to learn how my biases influence how I see the world, and I hope you take time to do so as well. - Any argument that you want to run that does not actively harm yourself or your opponent works for me. This includes traditional and progressive arguments. Importantly, any argument that you want to run is fine with me if you can explain the argument in simple English. Tell me why your argument is relevant and matters in the round, and I will evaluate it. Arguments filled with excessive jargon without an attempt to explain it in simple English will likely be ignored.
- Debate is inherently an activity based on value judgements. Arguments that focus on an empiric as the take-home point (e.g., we save x more lives than our opponents or save x more money than our opponents) do not inherently have value by itself. You need to tell me why your evidence and analysis matters (e.g., overall, our side allows us to achieve something we value or avoid something that we do not value). Tell me what matters, and tell me why I should weigh it above your opponents' case. On average, I will value plausible evidence more than implausible examples. As an aside, extinction arguments will usually be ignored and excluded from my flow if it is irrelevant to the topic.
- It is up to you to convince me as a judge that your evidence is (1) valid and (2) relevant to the round. Sensationalist or inflammatory arguments or evidence that do not add to the overall logic or arguments of the round will be ignored completely (e.g., they will not make my flow sheet). It is your responsibility to ensure that your argument is (a) not sensationalist, (b) not inflammatory, and (c) relevant to the round
- I do not support the game theory of spreading. Communication matters. Information processing speed in working memory capacity matters. Short-term memory matters. Physical or mental obstacles to hearing or encoding information matters.
I will defer to Cowan's (2001) analysis of short-term memory, which states that a person can remember about 4 chunks of information in short-term memory. In practice, this means that I--as well as every other judge you encounter--will remember somewhere around 4 chunks of information within each speech. You are better off developing four well-developed chunks than spreading across multiple points in a constructive speech and then collapsing from many arguments into few arguments.
What this means in practice is this: If you propose three to four general advantages/disadvantages, contentions, or reasons why I should support your side and realize that two of those points should be promoted by you and your team, then collapsing to those two chunks makes sense and is a good strategy to do. If you propose more than one chunk per minute (or more) so that there is no way for your opponent to respond, and then collapse after your opponent had a chance to address your case overall? That is not equitable and I will likely call out that strategy.
Do not spread. Speed is okay, but spreading will receive low speaker points. Furthermore, I will be very open to hearing and voting for a critique that says the opponent is spreading too fast, which inherently makes the activity more exclusionary and harmful to competitors and observers within speech and debate. - Most debates focus on a specific topic or point. Although it is a tactic to focus on a specific aspect of the debate, concede that point after much of the round has passed, and then state “I concede the point that we spent much of the round that we discussed while still winning on the rest of my case that my opponent has overlooked,” I find that to be a very cheap debate tactic that does not have much real world applicability. If you and your opponent explicitly or implicitly focus on a specific point or area of contention within a round, I will decide my ballot based on that point or contention.
- Specific to LD: I need a value. Morality is not a value, as groups define what it means to be moral (Ellemers et al., 2013). I need to know a specific value that you think I should promote or prefer in the round.
Utilitarianism is a value, but you need to tell me why this value should be preferred over other values in the round. Stating that your value is utilitarianism and that your value criterion/plan/whatever is a cost-benefit analysis may or may not win you the round, but I will likely not give more than 27 speaker points in the round to a competitor who proposes this CV/VC or defaults to this CV/VC. - Specific to Congressional Debate: You may have noticed that I said I competed in student congress but evaluate congressional debate rounds in my introduction. That is intentional. Congressional debate has grown into a multifaceted event with nuanced arguments regarding policy and societal proposals and implications. Assume that my rankings is based on diversity of skills (e.g., can you give multiple types of speeches), essentialism within the round (e.g., what was your holistic effect within the round, or how would the round be different if you were not in the round), and quality of novel arguments and argument advancement during debate on a topic.
I rank presiding officers and know how to evaluate them based on 2 years of being a presiding officer and 14 years of evaluating student congress and congressional debate rounds.
All things being equal, I rank students lowly who only give crystallization speeches within the round. The goal of congressional debate is to advance discussion on a topic. There are many ways to do so (e.g., sponsorship, early-cycle extension speeches, summary and late-cycle extension speeches, and crystallization speeches). All speeches have value, but I prefer students who show diversity in their speech types when possible. When diversity is not possible, I need to know how your speech extends an argument above and beyond summarizing what was previously discussed. Often, crystallization speeches summarize events without extending discussions. In rounds where it is possible for all speakers to give two speeches, I rate students who choose to only give crystallization speeches lower.
Overall, I hope you have fun, communicate clearly, use valid and relevant evidence effectively, and be respectful of yourselves, your opponents, and the community. We all showed up because this is something that we enjoy. Treat others with the respect you hope to be treated with, and I will do my best to treat everyone with respect throughout the round.
I am a traditional judge. I place a high value on the framework debate, specifically on values and value criterion. All contentions should link back to the framework. If possible, do not spread.
As a parent judge, I will judge debate based on the following:
1. Content of presentation:
a. Is the presentation of the case well-structured and organized, and does it show a reasonably deep knowledge and understanding of the matter?
b. Are the arguments presented well-reasoned and logical, and supported by evidence? Arguments merely appealing to emotions, and unsupported by evidence will be considered less effective.
c. Are refutations and rebuttals to opposing arguments pointed and effective? I like to see clash.
2. Style of delivery:
a. Is the delivery passionate and persuasive – does the speaker make use of eye contact, gesturing, voice inflexion, pacing, etc. to grab and keep the attention of the audience?

I am the Founder/Camp Director/Co-Owner at Ascend Speech & Debate, Director of Congressional Debate at James Logan High School, and former Director of Speech and Debate at John F. Kennedy High School in Sacramento, California.
First off, I believe this is a debate event before anything. That means you should be adapting to the round as it goes. Everyone from the sponsor to the closer has an equal shot at my one as long as they do their job. The job for the sponsor and first negative speaker is to set up the round for strong debate. The sponsor should state the problem, how this bill fixes the problem, give one or two impacts from solving it, and if you're a superstar give me a framework for the round moving forward. The first negative should give us the main idea of what we should expect from a strong negation argument. This should take the problem the sponsor laid out and then give us the negative thought process on whether or not this legislation fixes it. After that I should see an increasing amount of refutations mixed with original arguments as to why this legislation is good or bad. Once we are 3/4 of the way through I should be seeing a lot of extensions as the debate is coming to an end. Still give an original POV but keep it within the frame of the debate. At the end, I should see nothing but refutation and crystalized speeches. Once again I want your own original analysis but use it to end the debate through a refutation of the other side instead of individuals. No matter where you speak I want to see your personality/style shine through. Take risks and you'll likely be rewarded.
All effective argumentation is based around a solid understanding of the status quo. If you cant properly depict the status quo then I cant buy an argument from you. What's happening right now? Is the effect that this legislation has on it good or bad? How well you answer these questions will dictate your ranking from me.
Effective cross examination is when you attack the flaws in your opponents argument or set up refutations for your own. As long as you have a clear goal for your cross examination period, I'll appreciate your time. Overall, I tune out when both sides start over talking each other and I prefer a calmer style of cross x.
When it comes to speaking I don't have a preferred style. I can respect all styles as long as it suits you. Picking a speaking style is like picking a baseball batting stance in that there isn't a wrong way as long as you're doing what is best for you based on your natural voice, range, and variation. If you stick to that then I'll probably think you're a great speaker. DONT BE AFRAID TO TAKE RISKS.
I do rank presiding officers pretty well as a scorer and if I'm a parli it can serve as a tie breaker between two debaters. If you do it well then I'll boost you but if you don't then I'll drop you pretty far.
This next part should go without saying but your arguments need to be backed by evidence at all times and have clear logic behind them. Remember that your logic creates the argument then the evidence backs it up. Your evidence isn't your argument.
Lastly, be respectful and have fun. If you aren't having fun then you're doing this activity wrong. Best of luck!

I have judged HS and MS debate for 4 years now, so I have am familiar with the inner workings of Congress and PF. Some things I look for:
Clash and Refutations- As the round develops, there needs to be more refutations/analysis of the debate as a whole. I don’t want a repetition of points and want you to engage with other senators
Rhetoric/Speaking: I need to be able to hear you properly. Speak clearly and at a reasonable rate. I like emotion and rhetoric in speeches, but make sure your arguments are sound too
As always, be respectful of everyone, especially during cross-ex. Things can get a little tense in cross-ex, so just be professional you’ll be alright.

First, keep in mind that congress is a debate event, which means that there should be refutations and clash in pretty much every speech. This shows me that you are engaged in the round and know what you are talking about.
For the PO: Show me that you know how to run a round. I will rank you fairly if you show me that you know how to run a congress round and all the procedures and little things along with it.
In general, make sure that you maintain good eye contact rather than reading off of your screen, exude confidence in round, and make sure that you keep the round going rather than restating old points

I value calm cogent coherent arguments over bombastic and aggressive harangue.
Be kind - to yourself and to your opponents.
Be yourself.
Be the best person you can be.
Be respectful.
Ad hominem arguments are an immediate fail in my book.
I take a dim view of spreading; if I can't understand you, evidently you can't convince me of the soundness of your arguments.
If you are not clear or understandable, I'll call out "Clear!" Please heed it. I will not be repeating the call more than twice.
Time: I expect the candidates to time themselves and honor it. But I do keep watch.
If you are using frameworks, define them clearly at the outset.
I appreciate good rebuttals and cross examinations.

In my judging, I weigh more on how the debaters make their argumentation clear and understandable to the audience than how much information they cover. Appreciate a complete argument with definitions, claim, reasoning, and impact.
In addition, real-world impacts matter. I value a strong and convincing rebuttal focusing on key points/facts that can materialize.
Very importantly, follow the tournament code of conduct and respect your competitors and partner.
