Do whatever you want. None of the biases listed below are so strong as to override who did the better debating, but adjusting to my priors could maximize your chances of winning and result in better speaks. That being said, I probably will come down on policy side against the K if the debate is exactly even.
Being nice in round, evidence quality, and efficient line-by-line are the most important things to me / will be rewarded the most with speaks.

“I will weigh the aff unless convinced otherwise. I enjoy alt debating far, far more than FW. Aff-specific link explanation will be rewarded highly. I am most likely to vote for a K if it uses its critical theory and explanatory power to directly diminish aff solvency rather than try to access a larger impact. If debated like a critical CP, DA, and case push, you will be rewarded.”
CP: Lean neg pretty heavily on most theory but could go either way on process cps, depending on the quality / specificity of the cp and in-round theory debating. I won't judge kick unless told to.
DA: Nothing new to say really. Think that generic DAs are probably underutilized, so no worries going for those in front of me.
K Affs / FW: I went for framework many times in high school, so I judge these rounds with the experience of having been on the neg vs k affs more so than being on the aff vs fw. For affs, I find straight up impact turns / k’s of fw more persuasive than c/i + defining words in the rez. For the neg, I’m more of a skills / education impact person, but still will listen to fairness / clash impacts.
T: Please please give me more background on the topic than you would normally. I have no idea what the core of the topic, community consensus, or what the best core generics are. The team that more specifically describes what their vision of the topic usually seems to win these debates.
Speaker Points: Will reward kind debaters who are enjoying themselves in the activity. Will reward speeches given off flow / not reading blocks in late rebuttals.
Please don't hide aspec in the 1nc.

Here is how you can make me want to give you a ballot + good speaks:
1. Make the debate comfortable and fun. I am not a good judge for you if you get super aggressive, snarky, or rude in round. I am a teacher - treat your partner and opponents the way you'd treat your classmates.
2. Please do not "cut corners" in your prep - I get very sad when I see incomplete DAs, incoherent T arguments, meaningless Adv CP texts, or evidence so un-highlighted it doesn't say anything, etc, deployed for the purpose of winning through out-spreading instead of out-debating. I generally don't think teams should be reading more than 6 off.
3. Do not forget you are in a public speaking activity. I am not evaluating the debate based off your speech doc. You should be clear, and you should flow. Please stop offering or asking for marked docs unless it is absolutely necessary.
4. Please do not abuse tag-team CX in either asking or answering questions.
4a. If you're not debating a new aff/debating as a maverick, and you decide to take CX as prep instead of asking questions, then I will allow the other team to keep reading cards for the remainder of CX.
Sorry if that all came across as grumpy. If you can do all of those things, then I'm happy and I look forward to judging you. I think that policy debate is good and that clash/fairness/etc. are all things which matter. I think debates should not exclude critical perspectives and we should seek to do what best improves the activity overall.
I am a tremendously bad judge for arguments advocating death, human extinction, or nuclear war. I probably just won't vote for them.

TLDR: Better for CP / DA / impact turn debates
I'll do my best to evaluate arguments as made. When the way I make sense of a debate differs from the way debaters make sense of a debate, here seem to be some common sources of the disparity:
1) I'm pretty ingrained in the offense defense model. This means that even if the NB is dumb, if the aff cannot generate a solvency deficit against the CP, and the aff has no offense against the DA, I am highly likely to vote negative.
Some notes: a) I do not think a solvency deficit needs to be carded; b) more difficult, but I could envision voting on analytic offense against a DA, c) I'm willing to vote on zero risk of the DA, but we'd both benefit from you taking a moment to explain why the offense-defense model is inapplicable in the debate at hand
2) I still think I have a relatively high bar for voting negative on topicality; however, I've tried to begin evaluating this debate more from an offense-defense perspective. In my mind, this means that if the affirmative does not meet the negative's interpretation, and does not have its own counterinterpretation, it is essentially arguing that any affirmative is topical and is conceding a 100% link to the limits disadvantage. I'm highly likely to vote negative in such a debate.
General argument notes:
3) I'm probably more sympathetic to cheaty process counterplans than most.
4) While I may complain, I do vote on the standard canon of negative kritiks. Things like cap, security, standard topic kritiks, etc. are fine. Extra explanation (examples, stories, analogies, etc.) is always appreciated, all the more so the further from my comfort zone you venture.
5) FW vs K Affs: I lean negative. However, I judge few of these debates. Both teams would benefit from accepting that I know very little here, slowing down, speaking clearly, and over-explaining (depth, not repetition) things you assume most judges know.

("David" or "Mr. Coates" to you. I'll know you haven't bothered to read my paradigm if you call me "judge," which isn't my name).
I will not vote on disclosure theory. I will consider RVIs on disclosure theory based solely on the fact that you introduced it in the first place.
I will not vote on claims predicated on your opponents' rate of delivery and will probably nuke your speaker points if all you can come up with is "fast debate is bad" in response to faster opponents. Explain why their arguments are wrong, but don't waste my time complaining about how you didn't have enough time to answer bad arguments because...oh, wait, you wasted two minutes of a constructive griping about how you didn't like your opponents' speed.
I will not vote on frivolous "arguments" criticizing your opponent's sartorial choices (think "shoe theory" or "formal clothes theory" or "skirt length," which still comes up sometimes), and I will likely catapult your points into the sun for wasting my time and insulting your opponents with such nonsense.
You will probably receive a lecture if you highlight down your evidence to such an extent that it no longer contains grammatical sentences.
Allegations of ethical violations I determine not to have been proven beyond a reasonable doubt will result in an automatic loss with the minimum allowable speaker points for the team introducing them.
Allegations of rule violations not supported by the plain text of a rule will make me seriously consider awarding you a loss with no speaker points.
I will actively intervene against new arguments in the last speech of the round, no matter what the debate format. New arguments in the 2AR are the work of the devil and I will not reward you for saving your best arguments for a speech after which they can't be answered. I will entertain claims that new arguments in the 2AR are automatic voting issues for the negative or that they justify a verbal 3NR. Turnabout is fair play.
I will not entertain claims that your opponents should not be allowed to answer your arguments because of personal circumstances beyond their control. Personally abusive language about, or directed at, your opponents will have me looking for reasons to vote against you.
Someone I know has reminded me of this: I will not evaluate any argument suggesting that I must "evaluate the debate after X speech" unless "X speech" is the 2AR. Where do you get off thinking that you can deprive your opponent of speaking time?
I'm okay with slow-walking you through how my decision process works or how I think you can improve your strategic decision making or get better speaker points, but I've no interest, at this point in my career, in relitigating a round I've already decided you've lost. "What would be a better way to make this argument?" will get me actively trying to help you. "Why didn't you vote on this (vague claim)?" will just make me annoyed.
OVERVIEW
I have been an active coach, primarily of policy debate (though I'm now doing active work only on the LD side), since the 2000-01 season (the year of the privacy topic). Across divisions and events, I generally judge between 100 and 120 rounds a year.
My overall approach to debate is extremely substance dominant. I don't really care what substantive arguments you make as long as you clash with your opponents and fulfill your burdens vis-à-vis the resolution. I will not import my own understanding of argumentative substance to bail you out when you're confronting bad substance--if the content of your opponents' arguments is fundamentally false, they should be especially easy for you to answer without any help from me. (Contrary to what some debaters have mistakenly believed in the past, this does not mean that I want to listen to you run wipeout or spark--I'd actually rather hear you throw down on inherency or defend "the value is justice and the criterion is justice"--but merely that I think that debaters who can't think their way through incredibly stupid arguments are ineffective advocates who don't deserve to win).
My general default (and the box I've consistently checked on paradigm forms) is that of a fairly conventional policymaker. Absent other guidance from the teams involved, I will weigh the substantive advantages and disadvantages of a topical plan against those of the status quo or a competitive counterplan. I'm amenable to alternative evaluative frameworks but generally require these to be developed with more depth and clarity than most telegraphic "role of the ballot" claims usually provide.
THOUGHTS APPLICABLE TO ALL DEBATE FORMATS
That said, I do have certain predispositions and opinions about debate practice that may affect how you choose to execute your preferred strategy:
1. I am skeptical to the point of fairly overt hostility toward most non-resolutional theory claims emanating from either side. Aff-initiated debates about counterplan and kritik theory are usually vague, devoid of clash, and nearly impossible to flow. Neg-initiated "framework" "arguments" usually rest on claims that are either unwarranted or totally implicit. I understand that the affirmative should defend a topical plan, but what I don't understand after "A. Our interpretation is that the aff must run a topical plan; B. Standards" is why the aff's plan isn't topical. My voting on either sort of "argument" has historically been quite rare. It's always better for the neg to run T than "framework," and it's usually better for the aff to use theory claims to justify their own creatively abusive practices ("conditional negative fiat justifies intrinsicness permutations, so here are ten intrinsicness permutations") than to "argue" that they're independent voting issues.
1a. That said, I can be merciless toward negatives who choose to advance contradictory conditional "advocacies" in the 1NC should the affirmative choose to call them out. The modern-day tendency to advance a kritik with a categorical link claim together with one or more counterplans which link to the kritik is not one which meets with my approval. There was a time when deliberately double-turning yourself in the 1NC amounted to an automatic loss, but the re-advent of what my late friend Ross Smith would have characterized as "unlimited, illogical conditionality" has unfortunately put an end to this and caused negative win percentages to swell--not because negatives are doing anything intelligent, but because affirmatives aren't calling them out on it. I'll put it this way--I have awarded someone a 30 for going for "contradictory conditional 'advocacies' are illegitimate" in the 2AR.
2. Offensive arguments should have offensive links and impacts. "The 1AC didn't talk about something we think is important, therefore it doesn't solve the root cause of every problem in the world" wouldn't be considered a reason to vote negative if it were presented on the solvency flow, where it belongs, and I fail to understand why you should get extra credit for wasting time developing your partial case defense with less clarity and specificity than an arch-traditional stock issue debater would have. Generic "state bad" links on a negative state action topic are just as bad as straightforward "links" of omission in this respect.
3. Kritik arguments should NOT depend on my importing special understandings of common terms from your authors, with whose viewpoints I am invariably unfamiliar or in disagreement. For example, the OED defines "problematic" as "presenting a problem or difficulty," so while you may think you're presenting round-winning impact analysis when you say "the affirmative is problematic," all I hear is a non-unique observation about how the aff, like everything else in life, involves difficulties of some kind. I am not hostile to critical debates--some of the best debates I've heard involved K on K violence, as it were--but I don't think it's my job to backfill terms of art for you, and I don't think it's fair to your opponents for me to base my decision in these rounds on my understanding of arguments which have been inadequately explained.
3a. I guess we're doing this now...most of the critical literature with which I'm most familiar involves pretty radical anti-statism. You might start by reading "No Treason" and then proceeding to authors like Hayek, Hazlitt, Mises, and Rothbard. I know these are arguments a lot of my colleagues really don't like, but they're internally consistent, so they have that advantage.
3a(1). Section six of "No Treason," the one with which you should really start, is available at the following link: https://oll-resources.s3.us-east-2.amazonaws.com/oll3/store/titles/2194/Spooner_1485_Bk.pdf so get off your cans and read it already. It will greatly help you answer arguments based on, inter alia, "the social contract."
3a(2). If you genuinely think that something at the tournament is making you unsafe, you may talk to me about it and I will see if there is a solution. Far be it from me to try to make you unable to compete.
4. The following solely self-referential "defenses" of your deliberate choice to run an aggressively non-topical affirmative are singularly unpersuasive:
a. "Topicality excludes our aff and that's bad because it excludes our aff." This is not an argument. This is just a definition of "topicality." I won't cross-apply your case and then fill in argumentative gaps for you.
b. "There is no topical version of our aff." This is not an answer. This is a performative concession of the violation.
c. "The topic forces us to defend the state and the state is racist/sexist/imperialist/settler colonial/oppressive toward 'bodies in the debate space.'" I'm quite sure that most of your authors would advocate, at least in the interim, reducing fossil fuel consumption, and debates about how that might occur are really interesting to all of us, or at least to me. d. "Killing debate is good." Leaving aside the incredible "intellectual" arrogance of this statement, what are you doing here if you believe this to be true? You could overtly "kill debate" more effectively were you to withhold your "contributions" and depress participation numbers, which would have the added benefit of sparing us from having to listen to you.
e. "This is just a wrong forum argument." And? There is, in fact, a FORUM expressly designed to allow you to subject your audience to one-sided speeches about any topic under the sun you "feel" important without having to worry about either making an argument or engaging with an opponent. Last I checked, that FORUM was called "oratory." Try it next time.
f. "The topic selection process is unfair/disenfranchises 'bodies in the debate space.'" In what universe is it more fair for you to get to impose a debate topic on your opponents without consulting them in advance than for you to abide by the results of a topic selection process to which all students were invited to contribute and in which all students were invited to vote?
g. "Fairness is bad." Don't tempt me to vote against you for no reason to show you why fairness is, in fact, good.
5. Many of you are genuinely bad at organizing your speeches. Fix that problem by keeping the following in mind:
a. Off-case flows should be clearly labeled the first time they're introduced. It's needlessly difficult to keep track of what you're trying to do when you expect me to invent names for your arguments for you. I know that some hipster kid "at" some "online debate institute" taught you that it was "cool" to introduce arguments in the 1N with nothing more than "next off" to confuse your opponents, but remember that you're also confusing your audience when you do that, and I, unlike your opponents, have the power to deduct speaker points for poor organization if "next off--Biden disadvantage" is too hard for you to spit out. I'm serious about this.
b. Transitions between individual arguments should be audible. It's not that difficult to throw a "next" in there and it keeps you from sounding like this: "...wreck their economies and set the stage for an era of international confrontation that would make the Cold War look like Woodstock extinction Mead 92 what if the global economy stagnates...." The latter, because it fails to distinguish between the preceding card and subsequent tag, is impossible to flow, and it's not my job to look at your speech document to impose organization with which you couldn't be bothered.
c. Your arguments should line up with those of your opponents. "Embedded clash" flows extremely poorly for me. I will not automatically pluck warrants out of your four-minute-long scripted kritik overview and then apply them for you, nor will I try to figure out what, exactly, a fragment like "yes, link" followed by a minute of unintelligible, undifferentiated boilerplate is supposed to answer.
6. I don't mind speed as long as it's clear and purposeful:
a. Many of you don't project your voices enough to compensate for the poor acoustics of the rooms where debates often take place. I'll help you out by yelling "clearer" or "louder" at you no more than twice if I can't make out what you're saying, but after that you're on your own.
b. There are only two legitimate reasons for speed: Presenting more arguments and presenting more argumentative development. Fast delivery should not be used as a crutch for inefficiency. If you're using speed merely to "signpost" by repeating vast swaths of your opponents' speeches or to read repetitive cards tagged "more evidence," I reserve the right to consider persuasive delivery in how I assign points, meaning that you will suffer deductions you otherwise would not have had you merely trimmed the fat and maintained your maximum sustainable rate.
7: I have a notoriously low tolerance for profanity and will not hesitate to severely dock your points for language I couldn't justify to the host school's teachers, parents, or administrators, any of whom might actually overhear you. When in doubt, keep it clean. Don't jeopardize the activity's image any further by failing to control your language when you have ample alternative fora for profane forms of self-expression.
8: For crying out loud, it is not too hard to respect your opponents' preferred pronouns (and "they" is always okay in policy debate because it's presumed that your opponents agree about their arguments), but I will start vocally correcting you if you start engaging in behavior I've determined is meant to be offensive in this context. You don't have to do that to gain some sort of perceived competitive advantage and being that intentionally alienating doesn't gain you any friends.
9. I guess that younger judges engage in more paradigmatic speaker point disclosure than I have in the past, so here are my thoughts: Historically, the arithmetic mean of my speaker points any given season has averaged out to about 27.9. I think that you merit a 27 if you've successfully used all of your speech time without committing round-losing tactical errors, and your points can move up from there by making gutsy strategic decisions, reading creative arguments, and using your best public speaking skills. Of course, your points can decline for, inter alia, wasting time, insulting your opponents, or using offensive language. I've "awarded" a loss-15 for a false allegation of an ethics violation and a loss-18 for a constructive full of seriously inappropriate invective. Don't make me go there...tackle the arguments in front of you head-on and without fear or favor and I can at least guarantee you that I'll evaluate the content you've presented fairly.
NOTES FOR LINCOLN-DOUGLAS!
PREF SHORTCUT: stock ≈ policy > K > framework > Tricks > Theory
I have historically spent much more time judging policy than LD and my specific topic knowledge is generally restricted to arguments I've helped my LD debaters prepare. In the context of most contemporary LD topics, which mostly encourage recycling arguments which have been floating around in policy debate for decades, this shouldn't affect you very much. With more traditionally phrased LD resolutions ("A just society ought to value X over Y"), this might direct your strategy more toward straight impact comparison than traditional V/C debating.
Also, my specific preferences about how _substantive_ argumentation should be conducted are far less set in stone than they would be in a policy debate. I've voted for everything from traditional value/criterion ACs to policy-style ACs with plan texts to fairly outright critical approaches...and, ab initio, I'm fine with more or less any substantive attempt by the negative to engage whatever form the AC takes, subject to the warnings about what constitutes a link outlined above. (Not talking about something is not a link). Engage your opponent's advocacy and engage the topic and you should be okay.
N.B.: All of the above comments apply only to _substantive_ argumentation. See the section on "theory" in in the overview above if you want to understand what I think about those "arguments," and square it. If winning that something your opponent said is "abusive" is a major part of your strategy, you're going to have to make some adjustments if you want to win in front of me. I can't guarantee that I'll fully understand the basis for your theory claims, and I tend to find theory responses with any degree of articulation more persuasive than the claim that your opponent should lose because of some arguably questionable practice, especially if whatever your opponent said was otherwise substantively responsive. I also tend to find "self-help checks abuse" responses issue-dispositive more often than not. That is to say, if there is something you could have done to prevent the impact to the alleged "abuse," and you failed to do it, any resulting "time skew," "strat skew," or adverse impact on your education is your own fault, and I don't think you should be rewarded with a ballot for helping to create the very condition you're complaining about.
I have voted on theory "arguments" unrelated to topicality in Lincoln-Douglas debates precisely zero times. Do you really think you're going to be the first to persuade me to pull the trigger?
Addendum: To quote my colleague Anthony Berryhill, with whom I paneled the final round of the Isidore Newman Round Robin: " "Tricks debate" isn't debate. Deliberate attempts to hide arguments, mislead your opponent, be unethical, lie...etc. to screw your opponent will be received very poorly. If you need tricks and lying to win, either "git' good" (as the gamers say) or prefer a different judge." I say: I would rather hear you go all-in on spark or counterintuitive internal link turns than be subjected to grandstanding about how your opponent "dropped" some "tricky" half-sentence theory or burden spike. If you think top-loading these sorts of "tricks" in lieu of properly developing substance in the first constructive is a good idea, you will be sorely disappointed with your speaker points and you will probably receive a helpful refresher on how I absolutely will not tolerate aggressive post-rounding. Everyone's value to life increases when you fill the room with your intelligence instead of filling it with your trickery.
AND SPECIFIC NOTES FOR PUBLIC FORUM
NB: After the latest timing disaster, in which a public forum round which was supposed to take 40 minutes took over two hours and wasted the valuable time of the panel, I am seriously considering imposing penalties on teams who make "off-time" requests for evidence or needless requests for original articles or who can't locate a piece of evidence requested by their opponents during crossfire. This type of behavior--which completely disregards the timing norms found in every other debate format--is going to kill this activity because no member of the "public" who has other places to be is interested in judging an event where this type of temporal elongation of rounds takes place.
NB: I actually don't know what "we outweigh on scope" is supposed to mean. I've had drilled into my head that there are four elements to impact calculus: timeframe, probability, magnitude, and hierarchy of values. I'd rather hear developed magnitude comparison (is it worse to cause a lot of damage to very few people or very little damage to a lot of people? This comes up most often in debates about agricultural subsidies of all things) than to hear offsetting, poorly warranted claims about "scope."
NB: In addition to my reflections about improper citation practices infra, I think that evidence should have proper tags. It's really difficult to flow you, or even to follow the travel of your constructive, when you have a bunch of two-sentence cards bleeding into each other without any transitions other than "Larry '21," "Jones '21," and "Anderson '21." I really would rather hear tag-cite-text than whatever you're doing. Thus: "Further, economic decline causes nuclear war. Mead '92" rather than "Mead '92 furthers...".
That said:
1. You should remember that, notwithstanding its pretensions to being for the "public," this is a debate event. Allowing it to degenerate into talking past each other with dueling oratories past the first pro and first con makes it more like a speech event than I would like, and practically forces me to inject my own thoughts on the merits of substantive arguments into my evaluative process. I can't guarantee that you'll like the results of that, so:
2. Ideally, the second pro/second con/summary stage of the debate will be devoted to engaging in substantive clash (per the activity guidelines, whether on the line-by-line or through introduction of competing principles, which one can envision as being somewhat similar to value clash in a traditional LD round if one wants an analogy) and the final foci will be devoted to resolving the substantive clash.
3. Please review the sections on "theory" in the policy and LD philosophies above. I'm not interested in listening to rule-lawyering about how fast your opponents are/whether or not it's "fair"/whether or not it's "public" for them to phrase an argument a certain way. I'm doubly unenthused about listening to theory "debates" where the team advancing the theory claim doesn't understand the basis for it.* These "debates" are painful enough to listen to in policy and LD, but they're even worse to suffer through in PF because there's less speech time during which to resolve them. Unless there's a written rule prohibiting them (e.g., actually advocating specific plan/counterplan texts), I presume that all arguments are theoretically legitimate, and you will be fighting an uphill battle you won't like trying to persuade me otherwise. You're better off sticking to substance (or, better yet, using your opposition's supposedly dubious stance to justify meting out some "abuse" of your own) than getting into a theoretical "debate" you simply won't have enough time to win, especially given my strong presumption against this style of "argumentation."
*I've heard this misunderstanding multiple times from PF debaters who should have known better: "The resolution isn't justified because some policy in the status quo will solve the 'pro' harms" is not, in fact, a counterplan. It's an inherency argument. There is no rule saying the "con" can't redeploy policy stock issues in an appropriately "public" fashion and I know with absolute metaphysical certitude that many of the initial framers of the public forum rules are big fans of this general school of argumentation.
4. If it's in the final focus, it should have been in the summary. I will patrol the second focus for new arguments. If it's in the summary and you want me to consider it in my decision, you'd better mention it in the final focus. It is definitely not my job to draw lines back to arguments for you. Your defense on the case flow is not "sticky," as some of my PF colleagues put it, as far as I'm concerned.
5. While I pay attention to crossfire, I don't flow it. It's not intended to be a period for initiating arguments, so if you want me to consider something that happened in crossfire in my decision, you have to mention it in your side's first subsequent speech.
6. You should cite authors by name. "Princeton" as an institution, doesn't conduct studies of issues that aren't solely internal Princeton matters, so you sound awful when you attribute your study about Security Council reform to "Princeton." "According to Professor Kuziemko of Princeton" (yes, she's a professor at Princeton who wrote the definitive study of the political economy of Security Council veto power) doesn't take much longer to say than "according to Princeton," and has the considerable advantage of accuracy. Also, I have no idea why you restrict this type of "citation" to Ivy League scholars. I've never heard an "according to Fordham" citation from any of you even though Professor Dayal of Fordham is a recognized expert on this issue, suggesting that you're only doing research you can use to lend nonexistent institutional credibility to your cases. Seriously, start citing evidence properly.
7. You all need to improve your time management skills and stop proliferating dead time if you'd like rounds to end at a civilized hour.
a. The extent to which PF debaters talk over the buzzer is unfortunate. When the speech time stops, that means that you stop speaking. "Finishing [your] sentence" does not mean going 45 seconds over time, which happens a lot. I will not flow anything you say after my timer goes off.
b. You people really need to streamline your "off-time" evidence exchanges. These are getting ridiculous and seem mostly like excuses for stealing prep time. I recently had to sit through a pre-crossfire set of requests for evidence which lasted for seven minutes. This is simply unacceptable. If you have your laptops with you, why not borrow a round-acceleration tactic from your sister formats and e-mail your speech documents to one another? Even doing this immediately after a speech would be much more efficient than the awkward fumbling around in which you usually engage.
c. This means that you should card evidence properly and not force your opponents to dig around a 25-page document for the section you've just summarized during unnecessary dead time. Your sister debate formats have had the "directly quoting sources" thing nailed dead to rights for decades. Why can't you do the same? Minimally, you should be able to produce the sections of articles you're purporting to summarize immediately when asked.
d. You don't need to negotiate who gets to question first in crossfire. I shouldn't have to waste precious seconds listening to you ask your opponents' permission to ask a question. It's simple to understand that the first-speaking team should always ask, and the second-speaking team always answer, the first question...and after that, you may dialogue.
e. If you're going to insist on giving an "off-time road map," it should take you no more than five seconds and be repeated no more than zero times. This is PF...do you seriously believe we can't keep track of TWO flows?

I have decided to incentivize reading strategies that involve talking about the specifics of the affirmative case. Too many high school teams find a terrible agent or process cp and use politics as a crutch. Too many high school teams pull out their old, generic, k's and read them regardless of the aff. As an incentive to get away from this practice I will give any 2N that goes for a case-only strategy an extra point. If this means someone who would have earned a 29 ends up with a 30, then so be it. I would rather encourage a proliferation of higher speaker points, then a proliferation of bad, generic arguments. If you have to ask what a case strategy involves, then you probably aren't going to read one. I'm not talking about reading some case defense and going for a disad, or a counterplan that solves most of the aff. I'm talking about making a majority of the debate a case debate -- and that case debate continuing into the 2NR.
You'll notice "specificity good" throughout my philosophy. I will give higher points to those teams that engage in more specific strategies, then those that go for more generic ones. This doesnt mean that I hate the k -- on the contrary, I wouldn't mind hearing a debate on a k, but it needs to be ABOUT THE AFF. The genero security k doesnt apply to the South Korean Prostitutes aff, the Cap k doesnt apply to the South Korea Off-Shore Balancing aff - and you arent likely to convince me otherwise. But if you have an argument ABOUT the affirmative --especially a specific k that has yet to be read, then you will be rewarded if I am judging you.
I have judged high-level college and high school debates for the last 14 years. That should answer a few questions that you are thinking about asking: yes, speed is fine, no, lack of clarity is not. Yes, reading the k is ok, no, reading a bunch of junk that doesn't apply to the topic, and failing to explain why it does is not.
The single most important piece of information I can give you about me as a judge is that I cut a lot of cards -- you should ALWAYS appeal to my interest in the literature and to protect the integrity of that literature. Specific is ALWAYS better than generic, and smart strategies that are well researched should ALWAYS win out over generic, lazy arguments. Even if you dont win debates where you execute specifics, you will be rewarded.
Although my tendencies in general are much more to the right than the rest of the community, I have voted on the k many times since I started judging, and am generally willing to listen to whatever argument the debaters want to make. Having said that, there are a few caveats:
1. I don't read a lot of critical literature; so using a lot of terms or references that only someone who reads a lot of critical literature would understand isn’t going to get you very far. If I don’t understand your arguments, chances are pretty good you aren’t going to win the debate, no matter how persuasive you sound. This goes for the aff too explain your argument, don’t assume I know what you are talking about.
2. You are much better off reading critical arguments on the negative then on the affirmative. I tend to believe that the affirmative has to defend a position that is at least somewhat predictable, and relates to the topic in a way that makes sense. If they don’t, I am very sympathetic to topicality and framework-type arguments. This doesn’t mean you can’t win a debate with a non-traditional affirmative in front of me, but it does mean that it is going to be much harder, and that you are going to have to take topicality and framework arguments seriously. To me, predictability and fairness are more important than stretching the boundaries of debate, and the topic. If your affirmative defends a predictable interpretation of the topic, you are welcome to read any critical arguments you want to defend that interpretation, with the above stipulations.
3. I would much rather watch a disad/counterplan/case debate than some other alternative.
In general, I love a good politics debate - but - specific counterplans and case arguments are THE BEST strategies. I like to hear new innovative disads, but I have read enough of the literature on this year’s topic that I would be able to follow any deep debate on any of the big generic disads as well.
As far as theory goes, I probably defer negative a bit more in theory debates than affirmative. That probably has to do with the fact that I like very well thought-out negative strategies that utilize PICS and specific disads and case arguments. As such, I would much rather see an affirmative team impact turn the net benefits to a counterplan then to go for theory (although I realize this is not always possible). I really believe that the boundaries of the topic are formed in T debates at the beginning of the year, therefore I am much less willing to vote on a topicality argument against one of the mainstream affirmatives later on in the year than I am at the first few tournaments. I’m not going to outline all of the affs that I think are mainstream, but chances are pretty good if there are more than a few teams across the country reading the affirmative, I’m probably going to err aff in a close T debate.
One last thing, if you really want to get high points in front of me, a deep warming debate is the way to go. I would be willing to wager that I have dug further into the warming literature than just about anybody in the country, and I love to hear warming debates. I realize by this point most teams have very specific strategies to most of the affirmatives on the topic, but if you are wondering what advantage to read, or whether or not to delve into the warming debate on the negative, it would be very rewarding to do so in front of me -- at the very least you will get some feedback that will help you in future debates.
Ok, I lied, one more thing. Ultimately I believe that debate is a game. I believe that debaters should have fun while debating. I realize that certain debates get heated, however do your best not to be mean to your partner, and to the other team. There are very few things I hate more than judging a debate where the teams are jerks to each other. Finally, although I understand the strategic value to impact turning the alternative to kritiks and disads (and would encourage it in most instances), there are a few arguments I am unwilling to listen to those include: sexism good, racism good, genocide good, and rape good. If you are considering reading one of those arguments, don’t. You are just going to piss me off.

--Not great with theory debates.
--I value Research and Strategic Thinking (both in round and prep) as paramount when evaluating procedural impacts.
--Utter disdain for trolly Theory args, Death Good, Wipeout and Spark. Respect the game, win classy.
Advantage vs Disadvantage
More often than not, I tend to gravitate towards the team that wins probability. The more coherent and plausible the internal link chain is, the better.
Zero risk is a thing.
I can and will vote against an argument if cards are poor exclusive of counter evidence being read.
Not a big fan of Pre-Fiat DA's: Spending, Must Pass Legislation, Riders, etc. I will err Aff on theory unless the Neg has some really good evidence as to why not.
I love nuanced defense and case turns. Conversely, I love link and impact turns. Please run lots of them.
Counterplans
Conditionality—
I am largely okay with a fair amount of condo. i.e. 4-5 not a big deal for me. I will become sympathetic to Aff Theory ONLY if the Neg starts kicking straight turned arguments. On the other hand, if you go for Condo Bad and can't answer Strat Skew Inevitable, Idea Testing Good and Hard Debate is Good Debate then don't go for Condo Bad. I have voted Aff on Conditionality Theory, but rarely.

**That said, the Inequality Topic has made me add an addendum to my aforementioned grievance about being on my lawn: running blatantly contradictory arguments about Capitalism, Unions, Growth, etc. are egregious performance contradictions that I will no longer ignore under the auspices of conditionality. Its not that I am changing my tune on condo per se, its that this promotes bad neg strats that are usually a result of high school students not thinking about things they should be before reading the 1NC. Its pretty easy to win in-round abuse when a Neg is defending Unions Good and Bad at the same time. I encourage you to try.
Competition—
1. I have grown weary of vague plan writing. To that end, I tend think that the Neg need only win that the CP is functionally competitive. The Plan is about advocacy and cannot be a moving target.
2. Perm do the CP? Intrinsic Perms? I am flexible to Neg if they have a solvency advocate or the Aff is new. Otherwise, I lean Aff.
Other Stuff—
PIC’s and Agent CP’s are part of our game. I err Neg on theory. Ditto 50 State Fiat.
No object Fiat, please. Or International Fiat on a Domestic Topic.
Otherwise, International Fiat is a gray area for me. The Neg needs a good Interp that excludes abusive versions. Its winnable.
Solvency advocates and New Affs make me lean Neg on theory.
I will judge kick automatically unless given a decent reason why not in the 1AR.
K-Affs
If you lean on K Affs, just do yourself a favor and put me low or strike me. I am not unsympathetic to your argument per se, I just vote on Framework 60-70% of the time and it rarely has anything to do with your Aff.
That said, if you can effectively impact turn Framework, beat back a TVA and Switch Side Debate, you can get my ballot.
Topic relevance is important.
If your goal is to make blanket statements about why certain people are good or bad or should be excluded from valuable discussions then I am not your judge. We are all flawed.
I do not like “debate is bad” arguments. I don't think that being a "small school" is a reason why I should vote for you.
Kritiks vs Policy Affs
Truth be told, I vote Neg on Kritiks vs Policy Affs A LOT.
I am prone to voting Aff on Perms, so be advised College Debaters. I have no take on "philosophical competition" but it does seem like a thing.
I am not up on the Lit AT ALL, so the polysyllabic word stews you so love to concoct are going to make my ears bleed.
I like reading cards after the debate and find myself understanding nuance better when I can. If you don’t then you leave me with only the bad handwriting on my flow to decipher what you said an hour later and that’s not good for anybody.
When I usually vote Neg its because the Aff has not done a sufficient job in engaging with core elements of the K, such as Ontology, Root Cause Claims, etc.
I am not a great evaluator of Framework debates and will usually err for the team that accesses Education Impacts the best.
Topicality
Because it theoretically serves an external function that affects other rounds, I do give the Aff a fair amount of leeway when the arguments start to wander into a gray area. The requirement for Offense on the part of the Affirmative is something on which I place little value. Put another way, the Aff need only prove that they are within the predictable confines of research and present a plan that offers enough ground on which to run generic arguments. The Negative must prove that the Affirmative skews research burdens to a point in which the topic is unlimited to a point beyond 20-30 possible cases and/or renders the heart of the topic moot.
Plan Text in a Vacuum is a silly defense. In very few instances have I found it defensible. If you choose to defend it, you had better be ready to defend the solvency implications.
Limits and Fairness are not in and of themselves an impact. Take it to the next level.
Why I vote Aff a lot:
--Bad/Incoherent link mechanics on DA’s
--Perm do the CP
--CP Solvency Deficits
--Framework/Scholarship is defensible
--T can be won defensively
Why I vote Neg a lot:
--Condo Bad is silly

PUBLIC FORUM SUPPLEMENT:
I judge about 1 PF Round for every 50 Policy Rounds so bear with me here.
I have NOT judged the PF national circuit pretty much ever. The good news is that I am not biased against or unwilling to vote on any particular style. Chances are I have heard some version of your meta level of argumentation and know how it interacts with the round. The bad news is if you want to complain about a style of debate in which you are unfamiliar, you had better convince me why with, you know, impacts and stuff. Do not try and cite an unspoken rule about debate in your part of the country.
Because of my background in Policy, I tend to look at things from a cost benefit perspective. Even though the Pro is not advocating a Plan and the Con is not reading Disadvantages, to me the round comes down to whether the Pro has a greater possible benefit than the potential implications it might cause. Both sides should frame the round in terms impact calculus and or feasibility. Impacts need to be tangible.
Evidence quality is very important.
I will vote on what is on the flow (yes, I flow) and keep my personal opinions of arguments in check as much as possible. I may mock you for it, but I won’t vote against you for it. No paraphrasing. Quote the author, date and the exact words. Quals are even better but you don’t have to read them unless pressed. Have the website handy. Research is critical.
Speed? Meh. You cannot possibly go fast enough for me to not be able to follow you. However, that does not mean I want to hear you go fast. You can be quick and very persuasive. You don't need to spread.
Defense is nice but is not enough. You must create offense in order to win. There is no “presumption” on the Con.
While I am not a fan of formal “Kritik” arguments in PF, I do think that Philosophical Debates have a place. Using your Framework as a reason to defend your scholarship is a wise move. Racism and Sexism will not be tolerated. You can attack your opponents scholarship.
I reward debaters who think outside the box.
I do not reward debaters who cry foul when hearing an argument that falls outside traditional parameters of PF Debate. Again, I am not a fan of the Kritik, but if its abusive, tell me why instead of just saying “not fair.”
Statistics are nice, to a point. But I feel that judges/debaters overvalue them. Often the best impacts involve higher values that cannot be quantified. A good example would be something like Structural Violence.
While Truth outweighs, technical concessions on key arguments can and will be evaluated. Dropping offense means the argument gets 100% weight.
The goal of the Con is to disprove the value of the Resolution. If the Pro cannot defend the whole resolution (agent, totality, etc.) then the Con gets some leeway.
I care about substance and not style. It never fails that I give 1-2 low point wins at a tournament. Just because your tie is nice and you sound pretty, doesn’t mean you win. I vote on argument quality and technical debating. The rest is for lay judging.

Most Important:
1. I evaluate debates by identifying the central questions of the round and then adjudicating line-by-line. This system rewards judge instruction and top-level analysis; I make an active effort to make my RFD in the language in which the round was debated. Additionally, I am tech-oriented and prioritize warrants highly.
2. I have minimal topic knowledge and judge experience on the current topic. I am not coaching a high school team. You will do best in front of me by throwing out most background knowledge (especially any debate meta) but by still debating in a nuanced, technical manner.
3. I enjoy almost all types of debate rounds. I'll put as much effort into judging the round as the debaters did debating the round. I'm very easy to read visually.
Biases:
2A/1N
I reward risks. Please play scrappy.
Evidence quality and smart analytics make me happy.
My favorite affs that I have read are: a one-advantage China-war Cyber aff; a SetCol K aff with a plan; and a very technical asylum courts aff. Anything resembling these affs will be great.
My favorite neg strats were aff-specific Ks and CPs. Any neg team with both will get ridiculous speaks. I prefer diverse 1ncs in general.
I appreciate anything that debaters are passionate about, so don't try to adapt too much.
General thoughts:
K Affs / FW: I've read planless affs before; I've debated against many more. These debates are always decided in line-by-line not the overview for me speicifcally.
If you are aff, I prefer you to choose an impact turn or counterinterp strategy early in the debate. I am usually very skeptical of the aff c/i and do not understand the utility of how many teams read it, but a thought-out strategy prepared for the question of multiple rounds can convince me quite well. If you are impact turning, only go for at most two DAs in the 2ar or combine them.
If you are neg, I prefer you to compare the two models of debate. Most teams can explain why resolutional action and/or fairness is important but completely lack any engagement with the aff. The best way to prove your standards is by directly applying the aff's specific mechanism and what it justifies as examples of your internal link.
T: Without topic knowledge, I will be very lost in many of these debates if there is no adjustment. I will not know which model is more in line with a 'core of the topic' and what specific teams debate with the best/worst affs. Still, I will easily vote on T. In general, I find T to be a contrived time-sink rather than a thought-out strategy and am lenient on the aff for late-breaking responses, but with substantive engagement, a long T debate is one of my favorite neg strategies.
K: I will weigh the aff unless convinced otherwise. I enjoy alt debating far, far more than FW. Aff-specific link explanation will be rewarded highly. I am most likely to vote for a K if it uses its critical theory and explanatory power to directly diminish aff solvency rather than try to access a larger impact. If debated like a critical CP, DA, and case push, you will be rewarded.
CP: Generally good for condo, international fiat, states, and anything with specific ev. I never went for theory on the aff, so I appreciate solid aff theory debating especially with many lackluster neg strats.
Neg: explain CP solvency for every pertinent internal link. Aff: impact out solvency deficits, don't just talk about them.
I don't judge kick unless told, but lean neg on its theory.
DA: I'm generally dissatisfied with the state of disadvantages and will vote aff on smart analytic i/l take outs if your shell is garbage. Generic, core of the topic DAs do surprisingly well with me.
Speaker Points: Should range from 27.5-29.7. I try to follow community norms rather than artificially deflate or inflate points. I generally give points for direct clash and tech, but I have a soft-spot for persuasiveness and humor.

Personal Philosophy and/or Proprietary Paradigm:
* SPEECH ACT >>> SPEECH DOC | I am of the pre-paperless age . . . One big change in this regard is that, today, there is a complete and total transparency/accessibility of cards & blocks. Not saying it is good or bad -- just that, when I debated, the judge was unable to read along (they could, if need be, call for cards after the round). And I do think there's something to be said for "just listening" !
* I VOTE FROM THE FLOW ALONE | [see above re: speech docs]. If you want a "line" on that flow to affect my decision, it MUST SATISFY all four of the following:
1. appear in >1/4 of your speeches . . . more air time = more weight generally
2. summarize your opponent's response and provide some counter-argument
3. fit into the larger story of what my ballot is doing in this round . . . another way to say this is that EVERYTHING needs to have an "impact" whether it be to establish the uniqueness of a situation, articulate the internal link between phenomena, or explicitly compare ethical priorities
4. have concrete warrant(s) drawing upon a form of history , science , or logic

Top-level, I really love debate and am honored to be judging your debate. I promise to try my best to judge the round fairly, and I hope the notes below help you. Most of the below notes are just some general predispositions/ thoughts. I firmly believe that debaters should control the debate space and will do my best to evaluate the round in front of me, regardless of if you adapt to these preferences or not.
I flow on paper and definitely need pen time; I've tried to flow on the computer and it just doesn't work for me.
Counterplans- I like a good counterplan debate. I generally think conditionality is good, and is more justified against new affirmatives. PICs, Process CPs, Uniqueness CPs, Multiplank CPs, Advantage CPs etc. are all fine. On consult counterplans, and other counterplans that are not textually and functionally competitive, I tend to lean aff on CP theory. All CPs are better with a solvency advocate. If the negative reads a CP, presumption shifts affirmative, and the negative needs to be winning a decent risk of the net benefit for me to vote negative. I am probably not the greatest person for counterplan competition debates.
Disads- The more specific, the better. Yes, you can read your generic DAs but I love when teams have specific politix scenarios or other specific DAs that show careful research and tournament prep. If there are a lot of links being read on a DA, I tend to default to the team that is controlling uniqueness.
Topicality- I find T debates sometimes difficult to evaluate because they sometimes seem to require a substantial amount of judge intervention. A tool that I think is really under utilized in T debates is the caselist/ discussion of what affs are/ are not allowed under your interpretation. Try hard to close the loop for me at the end of the 2nr/ 2ar about why your vision of the topic is preferable. Be sure to really discuss the impacts of your standards in a T debate.
Framework- Framework is a complicated question for me. On a truth level, I think people should read a plan text, and I exclusively read plan texts when I was a debater. However, I'll vote for whoever wins the debate, whether you read a topical plan text or not, and frequently vote for teams that don't read a plan text; in fact, my voting record is better for teams reading planless affirmatives than it is for teams going for FW. However, I also think this is because teams that don't defend a plan are typically much better at defending their advocacy than neg teams are at going for FW. I tend to think affs should at least be in the direction of the topic; I'm fairly sympathetic to the "you explode limits 2nr" if your aff is about something else. Put another way, if your aff is not at least somewhat related to the topic area it's going to be harder to get my ballot. I do think fairness is a terminal impact because I don't know what an alternative way to evaluate the debate would be but I can be persuaded otherwise.
Kritiks- I am more familiar with more common Ks such as security or cap than I am with high theory arguments like Baudrillard. You can still read less common or high theory Ks in front of me, but you should probably explain them more. I tend to think the alternative is one of the weakest parts of the Kritik and that most negative teams do not do enough work explaining how the Kritik functions.
Misc-If both teams agree that topicality will not be read in the debate, and that is communicated to me prior to the start of the round, any mutually agreed previous year's topic is on the table. I will also bump speaks +0.5 for choosing this option as long as an effort is made by both teams. I am strongly in the camp of tech over truth.
I am unlikely to vote on disclose your prefs, wipeout, spark, or anything else I would consider morally repugnant. I also don't think debate should be a question of who is a good person. While I think you should make good decisions out of round, I am not in the camp of "I will vote against you for bad decisions you made out of round" or allegations made in round about out of round behavior. But, I have voted against teams or substantially lowered speaks for making the round a hostile learning environment and think it is my job as a judge and educator to make the round a safe space.

Tech v. Truth is very much over-debated and over-theorized and I'm not sure why it is. If your evidence is correct/accurate about how things operate and your internal links are logical, then you're in the clear. Truth claims warrant a certain amount of technical skills to be won, just as technical arguments need a good deal of truth in reality to be won.
Debate's stressful. Be kind.
Play smart. Be scrappy.

Frame your arguments:
If you can tell me what the central points of the debate are in the final rebuttals, make effective arguments and prove why you're winning, you will most likely win the debate. I think line by line is good, but that you also need to keep in mind the big picture/nexus question for the debate. Being wax poetic is especially good (but not necessary), but tell me what's most important and why, and explain it. "Even if" statements are also really useful in this situation, and be sure to use competing claims and why making the decision for you should be easy even if you're not winning the other/most important parts of the debate.
Be strategic:
Embedded clash is important. For argument extensions, make sure you have a claim, warrant, and an impact. Make sure you use this to your advantage and point out interactions between different arguments, be smart in pointing out double turns, etc.
Clarity > speed:
I'd rather hear a very engaging 4-5 off debate that has a variety of winning 2NRs against a certain aff, rather than a team who reads 8-10 off just to scare the other team. I'm not as inclined to the "throw 9 off at the wall to see what sticks" strategies. Not to be frank, but if you know you can beat an aff without going all out, do just that and make each component of the debate that much more convincing.
Slow down on blocks and analytics, because they're going to be the point in the debate where I really start paying attention to the arguments at hand and seeing how they function (also the point in the debate where you should explain them as such). Being efficient and prepared rather than fast and blippy until the 2NR is better than not.
Line by line is important:
This is very important and I think some debaters sadly forget about. Answer arguments in the order in which they appear - if "they say (x), but (x)" statements are helpful in this instance. Clean flows = good flows = organized debates = good debates.
CX:
CX should be treated as another speech. Write down your questions beforehand and have a strategy. Some judges flow CX, I tend to stray away of that, but I may star an argument a team mentions something multiple times or if an argument seemed to be critical for any particular side during CX. If an important argument is an effective turning point for the debate in CX, point it out in later speeches. Use your time wisely.
Critical Affirmatives:
I'm finding myself frustrated with a lot of these types of affirmatives. The 1AC should ground itself with a foundational disagreement with resolutional action (depending on the way the topic is worded) - meaning a solid, specific topic link - and go from there about debating it. Not doing so will likely result to me just voting negative on T. Debates where the affirmative identifies a problem with resolutional action and uses that as offense against framework/T-USfg are much more interesting than stale debates that recycle old K-affs that change 1-2 cards to fit the topic.
***I think for topics where the resolution mandates the USfg reduces something negative it does (like restrict immigration or reduce arms sales), reading an aff with a plan is much more legitimate than not reading a plan.
***Please ask questions about this. But, if I were debating and reading this paradigm, I'd stick with a plan.
T-USfg:
I think this is the most legitimate strategy against planless affs. Though it's a legitimate claim that the aff not using the USfg as an agent is unfair, you need to explain why in terms of why it's bad for normative debate practices and why it's bad that you can't engage with the aff as well as you could with one that had a specific policy proposal.
Fairness is an impact in itself, but that should be explained in terms of what unfairness is, how the affirmative makes it worse, and then funnel into discussion of other "greatest hits" impacts on the flow.
Make sure your TVA is logical and at accesses the affirmative's offense, and the aff answers need to be logical and established in order for me to not vote on it.
Well-thought out aff impact turns to T/Framework are convincing to me if executed effectively.
Framework should also be debated in the context of every aff - don't just read the same overview you do for every K aff. Specific overviews + reasons to reject the aff = higher speaks and more of a chance I'll vote for you.
Case:
You NEED to engage case. Smart analytics on case are just as good as impact turns/no solvency arguments. Make sure to utilize it, it's there for a reason. Interact with it, don't forget it. Scrap the 2-3 card DA that you won't extend past the 1NC and put some of that time and effort on case.
Good case debates about the warrants of the aff, internal link strength, sensibility, etc. are good. Debating case makes you better.
I like impact turns. I like it when teams read impact turns specific to the aff.
Spark = silly. I won't even bother telling you how silly it is---I'll give you my professors' emails and let you take it up with them.
Topicality:
Caselists = good.
Don't get bogged down in the non-essential details.
Competing interps when actually competitive = good.
Reasonability against arbitrary/asinine interps that are semi-ridiculous = 100% will vote on it.
Counterplans:
Long text = slow down.
Specific PICs are good, I like them. Debate them well.
Consult and conditions counterplans are fine as long as you defend them as you're supposed to practically and theoretically. Don't get too carried away.
Make sure it's actually competitive---this means it needs to access not only the impacts of the advantage, but the rest of the advantage itself.
Disadvantages:
The DA should have specific links to what the aff is talking about, or at least a claim that what the aff is fiating will cause what you say it will because it's that large of a policy.
Your block work on the DA should be thorough explanation, as well as lots of cards that prove your argument(s). Specific links/analysis to the aff are highly appreciated.
Lots of cards + lots of analysis = extra good.
Kritiks:
Being from a relatively small school, I understand their strategic value. If you think there may be a risk that I don't know what you mean, don't use buzz-words and be sure to explain your args well.
Couple of K things I value:
Link Contextualization---You absolutely need to win a link to the affirmative. Generic links rarely grab my attention, unless the aff just mishandles it completely. A K 1NC that has mechanism and content links to the aff (links to the aff's process, either K-based or state-based, depending on the type of aff) is better than a K 1NC that has the link arguments "state + scenario analysis bad," without mentioning the aff's advantages. A smart 2NR will go all-in on 1 or 2 solid links with clear impacts. Links should be able to turn case without winning the alternative (even though you should still win your alt), and should each have an impact-level claim that are distinct from the other links and that can independently win you the debate. But, you need to win the alternative to win the debate, tell my why it resolves your links specific to the aff and any other link you may read - this is where the links that fit the aff best come in. I'd rather hear the 2NR go for 2 solid links rather than 3-4 not-so-good links.
Framework---a decisive win on framework will make me much more likely to vote for you, regardless if you're aff or neg.
Theory:
I'll consider theory only if it is severely mishandled/conceded by the other team. I think having it as your A-game strategy isn't as strategic, but don't be discouraged and think you can't go for it in front of me, just remember there are certain times and places for those debates.
Conditionality is bad if an absurd number of advocacies are in the 1NC (more than 4 is questionable, but I'm open to a debate on whether or not that is true), but make sure to contextualize your theory blocks to the debate at hand and tell me why what they did in round is bad and incentivizes worse debates for everyone else. Tell me more of a story about what they did, why they should lose, and what your model of debate looks like under a certain interpretation (that isn't just repeating your interpretation you read in the 2AC/2NC).
Final rebuttals:
These should be used to write my ballot. Easy ways to do this are to do the "final review of the debate" at the top of the 2NR/2AR and then get into the substance/nuance of individual arguments you're winning on the flow.
If Debating In Louisiana:
You're on the clock. You can thank me after the round, don't use your speech time for it.
Explain your arguments well. Answer your opponents' arguments well. I judge LD sometimes in-state because of tab-based restraints and something I've noticed is a severe lack of clash in these debates, and I think forcing yourself to interact with the other team's arguments is generally a good thing in debate.

General Judging Paradigm- I think debate is an educational game. Someone once told me
that there are three types of judges: big truth, middle truth, and little truth judges. I would
definitely fall into the latter category. I don’t think a two hour debate round is a search for
the truth, but rather a time period for debaters to persuade judges with the help of
evidence and analytical arguments. I have many personal biases and preferences, but I try
to compartmentalize them and allow the debate to be decided by the debaters. I abhor
judge intervention, but do realize it becomes inevitable when debaters fail to adequately
resolve the debate. I am a very technical and flow-oriented judge. I will not evaluate
arguments that were in the 2AR and 2AC, but not the 1AR. This is also true for
arguments that were in the 2NR and 1NC, but not in the negative block.
Counterplans/Theory- I would consider myself liberal on theory, especially regarding
plan-inclusive counterplans. Usually, the negative block will make ten arguments
theoretically defending their counterplan and the 1AR will only answer eight of them- the
2NR will extend the two arguments that were dropped, etc. and that’s usually good
enough for me. I have often voted on conditionality because the Aff. was technically
superior. If you’re Aff. and going for theory, make sure to answer each and every
negative argument. I am troubled by the recent emergence of theory and procedural
debates focusing on offense and defense. I don’t necessarily think the negative has to win
an offensive reason why their counterplan is theoretically legitimate- they just have to
win that their counterplan is legitimate. For the Aff., I believe that permutations must
include all of the plan and all or part of the counterplan. I think the do the counterplan
permutation is silly and don’t think it’s justified because the negative is conditional, etc. I
do realize this permutation wins rounds because it’s short and Neg. teams sometimes fail
to answer it. On the issue of presumption, a counterplan must provide a reason to reject
the Aff. Finally, I think it’s illegitimate when the Aff. refuses to commit to their agent for
the explicit purpose of ducking counterplans, especially when they read solvency
evidence that advocates a particular agent. This strategy relies on defending the theory of
textual competition, which I think is a bad way of determining whether counterplans
compete.
Topicality- When I debated, I commonly ran Affirmatives that were on the fringe of what
was considered topical. This was probably the reason I was not a great topicality judge
for the negative my first few years of judging college debate. Beginning this year, I have
noticed myself voting negative on topicality with greater frequency. In the abstract, I
would prefer a more limited topic as opposed to one where hundreds of cases could be
considered topical. That being said, I think topicality often seems like a strategy of
desperation for the negative, so if it’s not, make sure the violation is well developed in
the negative block. I resolve topicality debates in a very technical manner. Often it
seems like the best Affirmative answers are not made until the 2AR, which is probably
too late for me to consider them.
Kritiks- If I got to choose my ideal debate to judge, it would probably involve a politics
or other disadvantage and a case or counterplan debate. But, I do realize that debaters get
to run whatever arguments they want and strategy plays a large role in argument
selection. I have probably voted for a kritik about a half of dozen times this year. I never
ran kritiks when I debated and I do not read any philosophy in my free time. Kritik
rhetoric often involves long words, so please reduce your rate of speed slightly so I can
understand what you are saying. Kritiks as net-benefits to counterplans or alternatives
that have little or no solvency deficit are especially difficult for Affirmatives to handle.
Evidence Reading- I read a lot of evidence, unless I think the debate was so clear that it’s
not necessary. I won’t look at the un-underlined parts of cards- only what was read into
the round. I am pretty liberal about evidence and arguments in the 1AR. If a one card
argument in the 1NC gets extended and ten more pieces of evidence are read by the
negative block, the 1AR obviously gets to read cards. I think the quality of evidence is
important and feel that evidence that can only be found on the web is usually not credible
because it is not permanent nor subject to peer review. I wish there would be more time
spent in debates on the competing quality of evidence.
Cheap Shots/Voting Issues- These are usually bad arguments, but receive attention
because they are commonly dropped. For me to vote on these arguments, they must be
clearly articulated and have a competent warrant behind them. Just because the phrase
voting issue was made in the 1AR, not answered by the 2NR, and extended by the 2AR
doesn’t make it so. There has to be an articulated link/reason it’s a voting issue for it to
be considered.
Pet Peeves- Inefficiency, being asked to flow overviews on separate pieces of paper, 2NRs that go for too much, etc.

New Paradigm [9/27/2019]
I am re-writing this paradigm to be a little bit more transparent on some of the key issues which have been affecting a lot of the ways I judge debates. I used to consider myself more of a neutral judge, but I think it is time that I recognize my own biases because they definitely do affect a lot of my decisions.
Addressing each of the key issues outlined below is a great way to get my ballot. I would definitely recommend reading this thoroughly before your round because I definitely differ from other judges.
Key issues -
1.) K - If you are running a K, I want you to treat me as if I do not understand the literature. This way your argument becomes clearer in the round, and if I am genuinely not familiar with the literature then you have still done the work necessary to win the round. I think that this is a very hard skill to do in round with the limited time allotted to you (especially with the more jargon-heavy kritiks), but I think it is an important persuasive tool and it shows that you actually know your argument and aren't just relying on the other team's lack of understanding to win the round. I would rather you spend a minute or two on explanation rather than just reading additional sub-points to an irrelevant argument on the flow.
2.) Speed/Clarity - I prefer slower, clearer debate to faster technical debate. I think that this realm is where the best debates happen as it leads to better clash and argumentative nuance within the round. It also takes me a bit longer to understand arguments, so many times I just won't understand an argument if you are blazing through it. If you are debating whether to be fast or be clear - I would definitely recommend clarity in all instances. Some implications of this:
a.) I don't appreciate 1NC strats designed to spread the 2AC thin
b.) Signpost and number your arguments!!
c.) Please take time in speeches to clarify complicated/nuanced issues (especially in final rebuttals)
d.) I appreciate slow final rebuttals (except when you have a lot to cover - then almost certainly go fast) and writing my ballot at the start of the 2AR/2NR.
e.) Always start slower in speeches then go faster
f.) If you don't understand something the opponent said then please signal that in your response to it (as I probably didn't understand it as well)
g.) I don't read cards until after the round, so clearly spreading through the text of the card matters just as much as the tag!
3.) T/Theory - My least favorite debates to judge, but I understand the necessity of it at times. In front of me, I really do not want these to be the 2NR/2AR except where actual abuse occurs (Cheaty CPs/Non-Topical Affs). If you can debate substance over going for either of these, always go for substance.

certain issues can and should supersede tech such as clipping cards or egregious ethics violations - however, most debates i judge don't involve those issues - i default to tech over truth - initially evaluating presented arguments at equal merit is the most consistent, impartial mechanism i've found to provide competitive equity - evidence matters a lot to me - i tend to think specificity and author qualification should act as a filter for claims/warrants
clash is crucial - how you prioritize arguments alters how i connect the dots to determine a decision - provide judge instruction and organization - the more you focus on explicitly characterizing the direction of the debate, the more my rfd will sound like your 2nr/2ar
i reward nuance and depth - more pages covered tends to mean less time developing substance/structure - narrowing the debate allows for greater engagement - impacting out warrants makes comparison for me much easier

i tend to think resolutional action is good but i can be convinced otherwise - capacity to debate matters to me - it's why clash is possible - limits and grounds are good - they provide the foundation for clash - portable skills/subject formation are important, but i'm not sure i understand why it's unique to debate - the interp is your model of debate - defend it - definitions are vital in helping me understand your model's mandates/effects
for the aff: explaining how your counterinterp uniquely generates offense (e.g. explaining why affs under your interp are important) and generates defense (e.g. quantifying affs under your interp) help me conceptualize weighing clash vs your model - i appreciate the "no perms and you get links to your disads" strategy - it seems to resolve a substantive portion of clash offense but becomes less convincing the more generic neg ground is eliminated
for the neg: explaining internal link turns are important - quantifying limits/grounds to demonstrate loss of clash is helpful - procedural fairness/switch side is often a compelling way to frame decision-making, but i'm not opposed to the mechanism education style fw if that's your expertise - the tva is a useful defensive resource but requires development and evidence

reasonability makes little sense as an argument in and of itself - read it as a limits bad arg (argument diversity, topic development, research innovation, etc) - arguments for interp precision are often pretty compelling

it's probably safe to assume i lack familiarity with the nuances of your chosen field of critical theory - do not read suffering/death good - specific link application (e.g. circumvention/internal link turns) and alt explanation will help guide my decision calculus - the aff should get to weigh the plan
-soft left affs-
the cohn card alone will likely never convince me disads should go away - it makes a lot of sense to me to go for critiques of da's/cp's - critical strategies (e.g. technocracy bad) and scenario planning indicts (e.g. tetlock and bernstein) are applicable - i have more experience with the latter
-theory-
actually engaging in their theory block results in better args, lends credibility, and will be rewarded - most theory doesn't justify rejecting the team - whatever your proposed remedy is, providing a justification for it will be appreciated
condo is maybe good - i like the idea of reciprocity, but aff variety makes being neg tough - if you're aff, i find substance args more compelling than advocacy stuff - if you're neg, i find strategic flex args more compelling than critical thinking stuff
-other thoughts-
misc - don't worry about visual feedback - i'm always tired - i will clear you however many times i feel necessary - please try to increase volume/clarity in front of me as much as you can - feel free to alert me of any concerns about structural impediments you experience that could implicate how i evaluate the round so i can accommodate accordingly
cross-ex - i think anything goes in cross-ex as long as it's the 'asking team' - reading cards, taking prep, bathroom break, whatever - i think the 'responding team' is generally obligated to answer questions if asked - if you ignore and it's not reasonable, you will lose speaks
inserting arguments - generally fine as long as you explain thoroughly - graphs/diagrams/screenshots are cool - i'm far more skeptical of rehighlighted evidence
new arguments - they're almost always justified in response to new args - i grant more leeway to 2nc shenanigans than the 1nr - i think that 1ar's get the most leeway bc of structural time disadvantages and inevitable block creativity

For me, the idea that the judge should remain impartial is very important. I've had long discussions about the general acceptability/desirability of specific debate arguments and practices (as has everybody, I'm sure), but I've found that those rarely influence my decisions. I've probably voted for teams without plans in framework debates more often than I've voted neg, and I've voted for the worst arguments I can imagine, even in close debates, if I thought framing arguments were won. While nobody can claim to be completely unbiased, I try very hard to let good debating speak for itself. That being said, I do have some general predispositions, which are listed below.
T-Theory
-I tend to err aff on T and neg on most theory arguments. By that, I mean that I think that the neg should win a good standard on T in order to win that the aff should lose, and I also believe that theory is usually a reason to reject the argument and not the team.
- Conditional advocacies are good, but making contradictory truth claims is different. However, I generally think these claims are less damaging to the aff than the "they made us debate against ourselves" claim would make it seem. The best 2ACs will find ways of exploiting bad 1NC strategy, which will undoubtedly yield better speaker points than a theory debate, even if the aff wins.
- I kind of feel like "reasonability" and "competing interpretations" have become meaningless terms that, while everybody knows how they conceptualize it, there are wildly different understandings. In my mind, the negative should have to prove that the affirmative interpretation is bad, not simply that the negative has a superior interpretation. I also don't think that's a very high standard for the negative to be held to, as many interpretations (especially on this space topic) will be hot fiery garbage.
- My view of debates outside of/critical of the resolution is also complicated. While my philosophy has always been very pro-plan reading in the past, I've found that aff teams are often better at explaining their impact turns than the neg is at winning an impact that makes sense. That being said, I think that it's hard for the aff to win these debates if the neg can either win that there is a topical version of the affirmative that minimizes the risk of the aff's impact turns, or a compelling reason why the aff is better read as a kritik on the negative. Obviously there are arguments that are solved by neither, and those are likely the best 2AC impact turns to read in front of me.
- "The aff was unpredictable so we couldn't prepare for it so you should assume it's false" isn't a good argument for framework and I don't think I've ever voted for it.
CPs
- I'm certainly a better judge for CP/DA debates than K v K debates. I particularly like strategic PICs and good 1NC strategies with a lot of options. I'd be willing to vote on consult/conditions, but I find permutation arguments about immediacy/plan-plus persuasive.
- I think the neg gets away with terrible CP solvency all the time. Affs should do a better job establishing what counts as a solvency card, or at least a solvency warrant. This is more difficult, however, when your aff's solvency evidence is really bad. - Absent a debate about what I should do, I will kick a counterplan for the neg and evaluate the aff v. the squo if the CP is bad/not competitive
- I don't think the 2NC needs to explain why severence/intrinsicness are bad, just win a link. They're bad.
- I don't think perms are ever a reason to reject the aff.
- I don't think illegitimate CPs are a reason to vote aff.
Disads
- Run them. Win them. There's not a whole lot to say.
- I'd probably vote on some sort of "fiat solves" argument on politics, but only if it was explained well.
- Teams that invest time in good, comparative impact calculus will be rewarded with more speaker points, and likely, will win the debate. "Disad/Case outweighs" isn't a warrant. Talk about your impacts, but also make sure you talk about your opponents impacts. "Economic collapse is real bad" isn't as persuasive as "economic collapse is faster and controls uniqueness for the aff's heg advantage".
Ks
- My general line has always been that "I get the K but am not well read in every literature". I've started to realize that that statement is A) true for just about everybody and B) entirely useless. It turns out that I've read, coached, and voted for Ks too often for me to say that. What I will say, however, is that I certainly focus my research and personal reading more on the policy side, but will generally make it pretty obvious if I have no idea what you're saying.
- Make sure you're doing link analysis to the plan. I find "their ev is about the status quo" arguments pretty persuasive with a permutation.
- Don't think that just because your impacts "occur on a different level" means you don't need to do impact calculus. A good way to get traction here is case defense. Most advantages are pretty silly and false, point that out with specific arguments about their internal links. It will always make the 2NR easier if you win that the aff is lying/wrong.
- I think the alt is the weakest part of the K, so make sure to answer solvency arguments and perms very well.
- If you're aff, and read a policy aff, don't mistake this as a sign that I'm just going to vote for you because I read mostly policy arguments. If you lose on the K, I'll vote neg. Remember, I already said I think your advantage is a lie. Prove me wrong.
Case
-Don't ignore it. Conceding an advantage on the neg is no different than conceding a disad on the aff. You should go to case in the 1NC, even if you just play defense. It will make the rest of the debate so much easier.
- If you plan to extend a K in the 2NR and use that to answer the case, be sure you're winning either a compelling epistemology argument or some sort of different ethical calculus. General indicts will lose to specific explanations of the aff absent either good 2NR analysis or extensions of case defense.
- 2As... I've become increasingly annoyed with 2ACs that pay lip service to the case without responding to specific arguments or extending evidence/warrants. Just reexplaining the advantage and moving on isn't sufficient to answer multiple levels of neg argumentation.
Paperless debate
I don't think you need to take prep time to flash your speech to your opponent, but it's also pretty obvious when you're stealing prep, so don't do it. If you want to use viewing computers, that's fine, but only having one is unacceptable. The neg needs to be able to split up your evidence for the block. It's especially bad if you want to view their speeches on your viewing computer too. Seriously, people need access to your evidence.
Clipping
I've decided enough debates on clipping in the last couple of years that I think it's worth putting a notice in my philosophy. If a tournament has reliable internet, I will insist on an email chain and will want to be on that email chain. I will, at times, follow along with the speech document and, as a result, am likely to catch clipping if it occurs. I'm a pretty non-confrontational person, so I'm unlikely to say anything about a missed short word at some point, but if I am confident that clipping has occurred, I will absolutely stop the debate and decide on it. I'll always give debaters the benefit of the doubt, and provide an opportunity to say where a card was marked, but I'm pretty confident of my ability to distinguish forgetting to say "mark the card" and clipping. I know that there is some difference of opinion on who's responsibility it is to bring about a clipping challenge, but I strongly feel that, if I know for certain that debaters are not reading all of their evidence, I have not only the ability but an obligation to call it out.
Other notes
- Really generic backfile arguments (Ashtar, wipeout, etc) won't lose you the round, but don't expect great speaks. I just think those arguments are really terrible, (I can't describe how much I hate wipeout debates) and bad for debate.
- Impact turn debates are awesome, but can get very messy. If you make the debate impossible to flow, I will not like you. Don't just read cards in the block, make comparisons about evidence quality and uniqueness claims. Impact turn debates are almost always won by the team that controls uniqueness and framing arguments, and that's a debate that should start in the 2AC.
Finally, here is a short list of general biases.
- The status quo should always be an option in the 2NR (Which doesn't necessarily mean that the neg get's infinite flex. If they read 3 contradictory positions, I can be persuaded that it was bad despite my predisposition towards conditionality. It does mean that I will, absent arguments against it, judge kick a counterplan and evaluate the case v the squo if the aff wins the cp is bad/not competitive)
- Warming is real and science is good (same argument, really)
- The aff gets to defend the implementation of the plan as offense against the K, and the neg gets to read the K
- Timeframe and probability are more important than magnitude
- Predictable limits are key to both fairness and education
- Consult counterplans aren't competitive. Conditions is arguable.
- Rider DA links are not intrinsic
- Utilitarianism is a good way to evaluate impacts
- The aff should defend a topical plan
- Death and extinction are bad
- Uncooperative federalism is one of the worst counterplans I've ever seen

Speaker Points
I attempted to resist the point inflation that seems to happen everywhere these days, but I decided that was not fair to the teams/debaters that performed impressively in front of me.
27.7 to 28.2 - Average
28.3 to 28.6 - Good job
28.7 to 29.2 - Well above average
29.3 to 29.7 - Great job/ impressive job
29.8 to 29.9 - Outstanding performance, better than I have seen in a long time. Zero mistakes and you excelled in every facet of the debate.
30 - I have not given a 30 in years and years, true perfection.
I am willing to listen to most arguments. There are very few debates where one team wins all of the arguments so each of you must identify what you are winning and make the necessary comparisons between your arguments and the other team's arguments/positions. Speed is not a problem although clarity is essential. If I think that you are unclear I will say clearer and if you don't clear up I will assign speaker points accordingly. Try to be nice to each other and enjoy yourself. Good cross-examinations are enjoyable and typically illuminates particular arguments that are relevant throughout the debate. Please, don't steal prep time. I do not consider e-mailing evidence as part of your prep time nonetheless use e-mailing time efficiently.
I enjoy substantive debates as well as debates of a critical tint. If you run a critical affirmative you should still be able to demonstrate that you are Topical/predictable. I hold Topicality debates to a high standard so please be aware that you need to isolate well-developed reasons as to why you should win the debate (ground, education, predictability, fairness, etc.). If you are engaged in a substantive debate, then well-developed impact comparisons are essential (things like magnitude, time frame, probability, etc.). Also, identifying solvency deficits on counter-plans is typically very important.
Theory debates need to be well developed including numerous reasons a particular argument/position is illegitimate. I have judged many debates where the 2NR or 2AR are filled with new reasons an argument is illegitimate. I will do my best to protect teams from new arguments, however, you can further insulate yourself from this risk by identifying the arguments extended/dropped in the 1AR or Negative Bloc.

A few clarifications... As long as you are clear you can debate at any pace you choose. Any style is fine, although if you are both advancing different approaches then it is incumbent upon each of you to compare and contrast the two approaches and demonstrate why I should prioritize/default to your approach. If you only read cards without some explanation and application, do not expect me to read your evidence and apply the arguments in the evidence for you. Be nice to each other. I pay attention during cx. I will not say clearer so that I don't influence or bother the other judge. If you are unclear, you can look at me and you will be able to see that there is an issue. I might not have my pen in my hand or look annoyed. I keep a comprehensive flow and my flow will play a key role in my decision. With that being said, being the fastest in the round in no way means that you will win my ballot. Concise well explained arguments will surely impact the way I resolve who wins, an argument advanced in one place on the flow can surely apply to other arguments, however the debater should at least reference where those arguments are relevant. I am not going to dictate the way in which you debate. I hope this will serve as a guide for the type of arguments and presentation related issues that I tend to hear and vote on. I competed in LD in the early 1990's and was somewhat successful. From 1995 until present I have primarily coached policy debate and judged CX rounds, but please don't assume that I prefer policy based arguments or prefer/accept CX presentation styles. I expect to hear clearly every single word you say during speeches. This does not mean that you have to go slow but it does mean incomprehensibility is unacceptable. If you are unclear I will reduce your speaker points accordingly. Going faster is fine, but remember this is LD Debate.
Despite coaching and judging policy debate the majority of time every year I still judge 50+ LD rounds and 30+ extemp. rounds. I have judged 35+ LD rounds on the 2022 spring UIL LD Topic so I am very familiar with the arguments and positions related to the topic.
I am very comfortable judging and evaluating value/criteria focused debates. I have also judged many LD rounds that are more focused on evidence and impacts in the round including arguments such as DA's/CP's/K's. I am not here to dictate how you choose to debate, but it is very important that each of you compare and contrast the arguments you are advancing and the related arguments that your opponent is advancing. It is important that each of you respond to your opponents arguments as well as extend your own positions. If someone drops an argument it does not mean you have won debate. If an argument is dropped then you still need to extend the conceded argument and elucidate why that argument/position means you should win the round. In most debates both sides will be ahead on different arguments and it is your responsibility to explain why the arguments you are ahead on come first/turns/disproves/outweighs the argument(s) your opponent is ahead on or extending. Please be nice to each other. Flowing is very important so that you ensure you understand your opponents arguments and organizationally see where and in what order arguments occur or are presented. Flowing will ensure that you don't drop arguments or forget where you have made your own arguments. I do for the most part evaluate arguments from the perspective that tech comes before truth (dropped arguments are true arguments), however in LD that is not always true. It is possible that your arguments might outweigh or come before the dropped argument or that you can articulate why arguments on other parts of the flow answer the conceded argument. I pay attention to cross-examinations so please take them seriously. CONGRATULATIONS for making it to state!!! Each of you should be proud of yourselves! Top Level - Do what you do and don't over adapt to anything on this paradigm. I see this on a good amount of judge paradigms, but it's particularly important to me to leave my predispositions about debate at the door. Debate is ultimately for the debaters and I will try my best to listen and evaluate which team should get the ballot after 2 hours. As a debater, I'm most impressed by judges who try their best to be receptive to a wide range of debates and arguments. Your burden is to make it make sense -- I am pretty neutral on whatever "it" is. Choose a strategy (early) and write the ballot for me. The earlier you do it, the better.
Don’t take any of this paradigm to be hard and fast rules! These are just my general thoughts and reflections on how I feel about debate.
Please go like 70% of your fastest speed if you're reading blocks in rebuttals. If you want it to show up in my decision, I need to be able to type it.
I'm more tech>truth in policy, but that may differ in other activities depending on the context (and framing of the debate). That said -- not a fan of arguments that only win if dropped. Don't just throw things at the wall to see what sticks. Thoughtful strategy and creative argumentation are the way to good speaker points.
Cards dumps as substitution for deeper analysis is bad. Use evidence for warrants, not claims. If your highlighting is just a repeat of the tag, you might as well not have read the card.

K vs Policy Aff
I don't care what the substance of the K is as long as it is explained coherently. If the Neg clearly identifies what Aff assumptions they disagree with and explains why those assumptions are wrong and bad in such a way that outweighs the other team's offense, I'll vote on anything from the Cap K to Baudrillard.
Framework: I will never say "framework was a wash". If the Aff says I should only care about the plan's direct consequences and the neg says I should only care about the 1AC's assumptions, I will do one of those things. I will not construct a middle-ground interpretation unless either side explicitly forwards one.
K Affs vs T
Less good for K Affs vs T than Ks on the neg. My main barriers to voting Affirmative are usually that I don't know what debate/the role of the neg looks like sans a topic and I struggle to understand why most 2AC DAs/Impact turns are intrinsic to topicality.
The above comment mainly applies to 2AC strategies centered on rejecting the idea of a topic altogether. I am much better for Affs that creatively define words in the resolution and find intrinsic critiques of neg assumptions (for example: criticizing the idea that legal precision should be the gold standard for definitions) and other examples of creatively topical K Affs.
Policy v Policy
2acs on case get away with murder a lot and I am very willing to punish a bad case 2ac. For example, if the 1nc reads a card tagged "No disease - burnout, modern medicine and global cooperation check disease spread," and the 2ac merely says the words "yes disease impact, disease spreads around the world and wipes out everyone" is probably at zero irrespective of what the 1AR says.
I care a lot about evidence quality but only insofar as evidence quality is contested. If the neg's politics uniqueness cards are far better than the Aff's but only the Aff is doing evidence comparison/spin, I'll probably end up Aff. This also means I will not typically read every card in the debate and will only read cards who's meaning/quality is being debated about.
The neg probably needs a counter interpretation in plan text in a vacuum debates or other debates about how the judge should evaluate what the plan requires the aff to defend.
I'll go either way on judge-kick and inserting vs reading re-highlighted evidence.

Be organized. Do line-by-line, impact calc, judge instruction, and evidence comparison. Do not just read evidence in the 2AC/2NC/1NR. Smart analytics can overcome bad evidence.
Inserting rehighlightings is okay as long as the rehighlightings are short and the implication is explained in the speeches.
For everything below, I can be convinced otherwise through good debating. Feel free to ask clarification questions pre-round!
Case/DAs
I love good case debating. No, this does not just mean yes/no impact. Yes, this means debating the internal link to advantages (and disadvantages). Debates can easily be won or lost here, and internal link comparison in the final rebuttals is underutilized.
Case-specific DAs are preferable, but politics can be good with decent evidence and persuasive spin.
Rider DAs are not DAs.
CPs
Advantage CPs are preferable to Agent CPs/Process CPs. PDCP definitions (from both sides) should have specific standards/theoretical justifications.
Condo is (probably) good, kicking planks is (probably) good, and judge kick is the default unless debated otherwise.
2NC CPs are good against new affirmatives, but against non-new affirmatives, the 2NC should justify their new planks. The 1AR can convince me this is abusive (especially if the 2NC is adding new planks to get out of a straight-turned DA).
Most theory arguments are reasons to reject the argument, not the team unless debated otherwise.
T
It is important for both sides to map out what topics look like under their interpretations, especially at the beginning of the season. What affirmatives are included? What negative argument are guaranteed? What does each interpretation exclude? Examples help frame the round!
Evidence quality matters much more in these rounds!
T vs K Affs
Debate is a game, and competition/winning drives our participation in debate. The strongest impacts to T are fairness and clash (iterative testing, testing etc). Negative teams have had success in front of me when they utilize clash to link turn affirmative offense.
Specific TVAs are good. You do not need evidence as long as you have a plan text and explain what debate rounds would look like under the TVAs.
Ks
I am most familiar with Anti-Blackness, Capitalism, and Settler Colonialism literature, and not as familiar with Baudrillard, Bataille etc.
Please do not give extremely long overviews. Root cause claims, impact comparisons at the top are smart and strategic, but the rest of the "overview" can be incorporated into the line-by-line later on the flow.

On Evidence
Evidence quality and consistency is very important to me. I can easily be convinced to disregard a piece of evidence because it lacks quality, is insufficiently highlighted, or is not qualified.
Author qualifications are under debated and if a piece of evidence lacks a qualification then that should definitely be used in debate.
K Things General
One line should dictate how you approach reading the K in front of me:
“You are a debater, not a philosopher.”
This should be your guiding principle when reading and answering a kritik in front of me. Debaters seem to rely more on jargon than actually doing the work of explaining and applying their argument. Unnecessarily complex kritiks won't get good speaker points (90% of the time you could have just read the cap k).
I will not flow overviews on a separate sheet of paper.
If you plan on reading the K
I've got good news and bad news. I'll start with the bad news: You are very unlikely to convince me not the weigh/evaluate the aff. I'm not persuaded much by self-serving counter interpretations on framework.
That said, the good news is that I think people give the aff too much credit and most of the reasons why I shouldn't evaluate the plan are typically offense against it. For example while I don't find the FW interpretation "Debate should be about epistemological assumptions" very convincing, I will definitely vote on "the affirmative's plan relies on a flawed epistemology that ensures serial policy failure, which turns case."
If you're answering the K
While the above may seem like good news for the aff answering the K, I tend to hold the aff to a higher threshold than most in K debates. I don't think "you need a specific link to the plan" is responsive to a K of the aff's epistemology. Likewise, aff framework interps that exclude Ks entirely are pretty much a non-starter.
Theory Issues
Condo seems to be getting a bit excessive, but no one goes for condo anymore so I'm sort of stuck with it.
Tech vs Truth
I think of this as more of a continuum as opposed to a binary. I lean more towards tech than truth, but I'm not going to pretend that I evaluate all arguments with equal legitimacy. For example, I have a higher threshold for arguments like “climate change not real” than “plan doesn’t solve climate change.” I traditionally evaluate the debate in offense/defense paradigm, but there is a such thing as a 0% risk.
K affs/T-FW
I enter every debate with the assumption that the resolution is going to play a role in the round. What role it plays, however, is up for debate. I don’t have a preference between skills or fairness standards.
Common reasons I vote aff on FW:
The neg goes for too many “standards”/"DAs"/whatever-youre-calling-them in the 2NR.

General Background:
Former HS debater in the stone ages (1980s) HS coach for over many years at Maine East (1992-2016) and now at Northside College Prep (2016 to present). I coach on the north shore of Chicago. I typically attend and judge around 15-18 tournaments a season and generally see a decent percentage of high level debates. However, I am not a professional teacher/debate coach, I am a patent attorney in my real (non-debate) life and thus do not learn anything about the topic (other than institutes are overpriced) over the summer. I like to think I make up for that by being a quick study and through coaching and judging past topics, knowing many recycled arguments.
DISADS AND ADVANTAGES
Intelligent story telling with good evidence and analysis is something I like to hear. I generally will vote for teams that have better comparative impact analysis (i.e. they take into account their opponents’ arguments in their analysis). It is a hard road, but I think it is possible to reduce risk to zero or close enough to it based on defensive arguments.
TOPICALITY
I vote on T relatively frequently over the years. I believe it is the negative burden to establish the plan is not topical. Case lists and arguments on what various interpretations would allow/not allow are very important. I have found that the limits/predictability/ground debate has been more persuasive to me, although I will consider other standards debates. Obviously, it is also important how such standards operate once a team convinces me of their standard. I will also look at why T should be voting issue. I will not automatically vote negative if there is no counter-interpretation extended, although usually this is a pretty deep hole for the aff. to dig out of. For example, if the aff. has no counter-interpretation but the neg interpretation is proven to be unworkable i.e. no cases are topical then I would probably vote aff. As with most issues, in depth analysis and explanation on a few arguments will outweigh many 3 word tag lines.
COUNTERPLANS
Case specific CPs are preferable that integrate well (i.e., do not flatly contradict) with other negative positions. Clever wording of CPs to solve the Aff and use Aff solvency sources are also something I give the neg. credit for. It is an uphill battle for the Aff on theory unless the CP/strategy centered around the CP does something really abusive. The aff has the burden of telling me how a permutation proves the CP non-competitive.
KRITIKS
Not a fan, but I have voted on them numerous times (despite what many in the high school community may believe). I will never be better than mediocre at evaluating these arguments because unlike law, politics, history and trashy novels, I don’t read philosophy for entertainment nor have any interest in it. Further (sorry to my past assistants who have chosen this as their academic career), I consider most of the writers in this field to be sorely needing a dose of the real world (I was an engineer in undergrad, I guess I have been brainwashed in techno-strategic discourse/liking solutions that actually accomplish something). In order to win, the negative must establish a clear story about 1) what the K is; 2) how it links; 3) what the impact is at either the policy level or: 4) pre-fiat (to the extent it exists) outweighs policy arguments or other affirmative impacts. Don’t just assume I will vote to reject their evil discourse, advocacy, lack of ontology, support of biopolitics, etc. Without an explanation I will assume a K is a very bad non-unique Disad in the policy realm. As such it will probably receive very little weight if challenged by the aff. You must be able to distill long boring philosophical cards read at hyperspeed to an explanation that I can comprehend. I have no fear of saying I don’t understand what the heck you are saying and I will absolutely not vote for issues I don’t understand. (I don’t have to impress anyone with my intelligence or lack thereof and in any case am probably incapable of it) If you make me read said cards with no explanation, I will almost guarantee that I will not understand the five syllable (often foreign) philosophical words in the card and you will go down in flames. I do appreciate, if not require specific analysis on the link and impact to either the aff. plan, rhetoric, evidence or assumptions depending on what floats your boat. In other words, if you can make specific applications (in contrast to they use the state vote negative), or better yet, read specific critical evidence to the substance of the affirmative, I will be much more likely to vote for you.
PERFORMANCE BASED ARGUMENTS
Also not a fan, but I have voted on these arguments in the past. I am generally not highly preferred by teams that run such arguments, so I don't see enough of these types of debates to be an expert. However, for whatever reason, I get to judge some high level performance teams each year and have some background in such arguments from these rounds. I will try to evaluate the arguments in such rounds and will not hesitate to vote against framework if the team advocating non-traditional debate wins sufficient warrants why I should reject the policy/topic framework. However, if a team engages the non-traditional positions, the team advocating such positions need to answer any such arguments in order to win. In other words, I will evaluate these debates like I try to evaluate any other issues, I will see what arguments clash and evaluate that clash, rewarding a team that can frame issues, compare and explain impacts. I have spent 20 plus years coaching a relatively resource deprived school trying to compete against very well resourced debate schools, so I am not unsympathetic to arguments based on inequities in policy debates. On the other hand I have also spent 20 plus years involved in non-debate activities and am not entirely convinced that the strategies urged by non-traditional debates work. Take both points for whatever you think they are worth in such debates.
POINTS
In varsity debate, I believe you have to minimally be able to clash with the other teams arguments, if you can’t do this, you won’t get over a 27.5. Anything between 28.8 and 29.2 means you are probably among the top 5% of debaters I have seen. I will check my points periodically against tournament averages and have adjusted upward in the past to stay within community norms. I think that if you are in the middle my points are pretty consistent. Unfortunately for those who are consistently in the top 5% of many tournaments, I have judged a lot of the best high school debaters over the years and it is difficult to impress me (e.g., above a 29). Michael Klinger, Stephen Weil, Ellis Allen, Matt Fisher and Stephanie Spies didn’t get 30s from me (and they were among my favorites of all time), so don’t feel bad if you don’t either.
OTHER STUFF
I dislike evaluating theory debates but if you make me I will do it and complain a lot about it later. No real predispositions on theory other than I would prefer to avoid dealing with it.
Tag team is fine as long as you don’t start taking over cross-ex.
I do not count general tech screw ups as prep time and quite frankly am not really a fascist about this kind of thing as some other judges, just don’t abuse my leniency on this.
Speed is fine (this is of course a danger sign because no one would admit that they can’t handle speed). If you are going too fast or are unclear, I will let you know. Ignore such warnings at your own peril, like with Kritiks, I am singularly unafraid to admit I didn’t get an answer and therefore will not vote on it.
I will read evidence if it is challenged by a team. Otherwise, if you say a piece of evidence says X and the other team doesn’t say anything, I probably won’t call for it and assume it says X. However, in the unfortunate (but fairly frequent) occurrence where both teams just read cards, I will call for cards and use my arbitrary and capricious analytical skills to piece together what I, in my paranoid delusional (and probably medicated) state, perceive is going on.
I generally will vote on anything that is set forth on the round. Don’t be deterred from going for an argument because I am laughing at it, reading the newspaper, checking espn.com on my laptop, throwing something at you etc. Debate is a game and judges must often vote for arguments they find ludicrous, however, I can and will still make fun of the argument. I will, and have, voted on many arguments I think are squarely in the realm of lunacy i.e. [INSERT LETTER] spec, rights malthus, Sun-Ra, the quotations and acronyms counterplan (OK I didn’t vote on either, even I have my limits), scaler collapse (twice), world government etc. (the likelihood of winning such arguments, however, is a separate matter). I will not hesitate to vote against teams for socially unacceptable behavior i.e. evidence fabrication, racist or sexist slurs etc., thankfully I have had to do that less than double digits time in my 35+ years of judging.

Debated at Mary Washington from 2007-2011
Debate is an intellectual activity where two positions are weighed against each other. A part of this is making clear what your position is (plan, cp, alt, advocacy, status quo etc.) and how it measures up against the other team’s position. Arguments consist of a claim (the point you want to make), warrant (a reason to believe it), and an impact (reason why it matters/way it functions within the debate). Evidence is useful when trying to provide warrants, but is ultimately not necessary for me to evaluate an argument. Debates get competitive and heated, but staying polite and friendly and remembering that the name of the game is fun at the end of the day makes for a more enjoyable experience for everyone involved.
Disads/Case and Advantages
These arguments should be stressed in terms of a coherent story of what the world looks like in terms of the status quo, affirmative plan or alternative option. These positions should be attacked from a variety points including the link and internal link chain, impact and uniqueness level. When it comes to link turning, my default thought is that uniqueness determines the direction; if you have an alternative understanding that is particular to a scenario, be sure to explain why it is that the direction of the link should be emphasized or what have you. Impacts should be compared not only in terms of timeframe, probability and magnitude, but in terms of how these issues interact in a world where both impact scenarios take places (the popular "even if.." phrase comes to mind here). Also, keep in mind that I have not kept up with the trends in disads and such within the topic, so explaining specifics, acronyms and otherwise is useful for me. I prefer hearing case specific scenarios as opposed to generic politics and similar positions. This does not mean I will not vote for it or will dock your speaker points, just a preference.
Counterplans and Counterplan Theory
Counterplans should be functionally competitive; textual competition doesn’t make a whole lot of sense to me (see later section on theory). I think that perms can be advocated, but am more than willing to hear reasons why they shouldn’t be and why that is a bad way to frame debates. When it comes to agent counterplans, I tend to think that topic specific education should trump generic presidential powers or judicial independence debates. Consult and condition cps just make the logician inside my head painfully confused (not sure why a reason to talk to X country is also a reason why the plan is bad). International fiat is suspect to me, and I tend to think that limiting the discussion to US policy (including its international relevance) is a good thing.
All of this being said, I am open to voting for any of the above arguments. These are merely my general theoretical leanings, and I will certainly flow, listen to, and evaluate arguments from the other side.
Topicality
I haven’t seen many debates on this topic, so if a debate comes down to T, don’t be surprised if you see me googling to find the resolution to check the words. In general I think Topicality is important for two reasons. One is the general reason that most people think it’s good, being that we need to be prepared/have set limits and parameters for debate. The second is that I think each year presents an opportunity to gain in depth education on an issue, even if it's not a policy perspective of that issue. I feel that competing interpretations is generally the default for T, but I am open to defenses of reasonability and in fact, think that there are cases where this is the best means of evaluation. Standards should be impacted in terms of education and fairness, and the debate should come down to the best internal links between the standards and these terminal values. If you are the type to critique T, your critique needs to come down to these terms (education and fairness). RVIs don’t make sense to me. If you want to take the challenge of trying to make one make sense, be my guest, but it’s an uphill battle.
General Theory
As mentioned, I am not wedded to any particular frame or “rulebook” for debate. Part of the beauty of debate to me is that debaters get to be both the players and referee. As such, I enjoy theory and think that such discussions can be fruitful. The flipside to this is that most theory debates devolve into tagline debating, shallow and repetitive arguments, and a race to see who can spit their block the fastest. These debates are 1) hard to flow and 2) not really a test or display of your ability so much as a test of your team’s theory block writer. I reward argumentation that is clear, comprehensible and complete in terms of theory debates, and urge debaters to these opportunities seriously.
I’ve laid out most of my theoretical dispositions in the counterplan section. Conditionality to me is like siracha sauce: a little bit heats up the debate, too much ruins it. I don’t know why three or four counterplans or alternatives along with the status quo is key to negative flex or good debating (one is good, two is ok). Also, if you want to use a status other than conditional or unconditional, (like the imaginary “dispo”) you should be ready to explain what that means. Again, I think that it is okay to advocate permutations as positions in the debate.
In terms of alternate frameworks for the debate (i.e. anything other than policy making) I’m honest when I say I’m not extraordinarily experienced in these areas as I’d like to be. I’ve seen a decent few of these debates and think that they provide some nuance to an otherwise stale activity. That being said (and this is true for all theory positions) you should try and weigh the educational and competitive equity benefits of your position versus the other teams proposed framework the debate. I debated for a squad that saw framework as a strategic and straightforward approach to most alternative forms of debate, so those arguments make sense to me. On the other hand, especially when it comes to arguments concerning structural issues in society/debate, if argued well, and with relevance to the topic in some way, I am willing to listen and evaluate.
Critical arguments (Kritiks/K-affs)
Much of what I just said applies here as well. I had the most success/felt most comfortable debating with these types of arguments as a debater (I did, however, spend most of my career debating with “straight-up” affs and disads that claimed nuclear war advantages). I studied English and Philosophy in undergrad and am pursuing a MA in English with a focus on critical theory, so there’s a decent chance that my interests and background might lean more towards a topic oriented critique than a politics Da.
I will avoid following the trend of listing the genres of critiques and critical literature with which I am familiar with the belief that it shouldn't matter. Running critiques shouldn't be about maintaining a secret club of people who "get it" (which often in debates, is construed to be a club consisting of the critique friendly judge and the team running the argument, often excluding the other team for not being "savy"). In other words, Whether I've read a great deal of the authors in your critique or not, should not give you the green light to skimp on the explanation and analysis of the critique. These debates are often about making the connections between what the authors and literature are saying and the position of the other team, and hence put a great burden on the debater to elucidate those connections. A shared appreciation or research interest between a team and a judge does not absolve you of that burden, in my opinion.
I agree with many recent top tier collegiate debaters (Kevin Kallmyer, Gabe Murillo, etc.) that the difference between policy and critical arguments is overstated. An important piece of reading critical arguments with me in the back of the room is explaining what your arguments mean within the context of the aff/da. If you read a no value to life impact, what about the affs framing makes it so that the people involved see their lives differently; if the critiqued impact is a merely constructed threat, reveal to me the holes in the construction and explain how the construction came to be. Doing that level of analysis (with any argument, critical or policy) is crucial in terms of weighing and relating your arguments to the other teams, and engaging in a form of education that is actually worthwhile. This probably entails removing your hypergeneric topic link and replacing with analysis as to the links that are within the evidence (and therefore, the assumptions, rhetoric, methodology, so and so forth) of your opponents. In terms of vague alts and framework, I have mixed feelings. The utopian fiat involved in most alts is probably abusive, but there is something to be said for making the claim that these arguments are vital to thorough education. On the framework question, gateway issue is probably a poor way to go. I don’t understand why the fact that your K has an impact means that you get to suck up the entire debate on this one issue. Instead, a framing that opens the door to multiple ways of critiquing and evaluating arguments (both on the aff and the neg, or in other words, doesn’t hold the aff as a punching bag) is preferable.
Performance
I didn’t do a whole lot of handling with this genre of argument, but have debated semi-frequently and enjoy the critical aspects of these arguments. I think that there is a difference between the type of critical debater that reads a couple of disads along with a K and case args, and a team that reads a indictment of the topic or reads narratives for nine minutes. If you read a poem, sing, recite a story or anything of that nature, I will be more interested in observing your performance than trying to flow or dictate it on my flow (my reasoning for this is that, unlike a speech organized for the purpose of tracking argument development and responses, I don't think flowing a poem or song really generates an understanding of the performance). More importantly, framing should be a priority; give me a reason why I should look at the debate through a certain lens, and explain why given that framing you have done something either worth affirming your advocacy. I think that these types of debates, especially if related to the topic, can be fruitful and worthwhile. Performance affirmatives should try to find some in road to the topic. If your argument is pervasive and deep enough to talk about, I generally think it probably has a systemic implication for the resolution in some way, even if that doesn’t manifest as a topical plan or even agreeing with the resolution.
For teams going against performance strategies, Framework based arguments are options in front of me. A good way to frame this argument is in terms of what is the best method to produce debates that create the most useful form of education, as opposed to just reading it like a procedural argument. I do think it is important to engage the substantive portion of their arguments as well, (there are always multiple dimensions to arguments of these forms) even if it happens to be a critical objection to their performance or method. Many policy based strategies often want to avoid having to engage with the details involved, and in doing so often fail to rigorously challenge the arguments made in the debate.

I don't have any strong predispositions about how you should debate and will evaluate whichever arguments you choose present to me. That being said, please tell me how I should evaluate arguments in the final rebuttals so I'm not left to figure things out on my own and read cards without any instruction.
I will reward in-depth research, clash, and evidence comparison. I care about evidence quality and will probably ask you for a card doc after the debate is over.
T-USFG
I generally believe that the aff should defend hypothetical USFG action. Debate is a valuable communicative activity and fiat is a good mechanism for generating clash.
I believe that fairness is an impact. If you are aff, please connect the dots between your offense on t and how you solve it via your method or your aff.
I place a high burden on the affirmative proving an internal link to their impacts on case - if you are negative, please make arguments about this, it is so frustrating to watch neg teams just auto grant the aff solvency.
If you read a planless aff, I am more likely to vote for you if your aff is in the direction of the topic and has clear, impacted reasons why topical action is impossible in the context of your advocacy. I also like clever counter-interpretations on topicality that retain some limits but have an external impact related to your aff.
Topicality

Please don't subject me to a shallow topicality debate. If you would like to go for this argument, do a lot of impact calculus in the 2NR/2AR. It is essential to compare evidence in topicality debates, if you do not I will be forced to make a decision based on how I interpret the evidence myself.
If you are a 2N trying to go for T, consider where your ev comes from and what it says. Is it an arbitrary defense of whatever word you are suggesting the aff violates? Is your evidence only tangentially related to the topic? Does it provide a good metric for predictable limits? If the answer is no, I most likely will not be persuaded. I will not vote for limits for the sake of limits unless the aff drops T.
Theory
Conditionality is probably good, that doesn't mean I cannot be compelled otherwise.
Other CP theory stuff is open for debate, probably only a reason to reject the team.
Ks
If you decide to go for a K in front of me, please explain the relationship between your K and the outcome of the plan. Please explain why links apply to the permutation, not just the aff.
If your entire arg boils down to a k of fiat and your only impact is ressentiment, consider not preffing me.

Do not utter the phrase "plan text in a vacuum" or any other clever euphemism for it. It's not an argument, I won't vote on it, and you'll lose speaker points for advancing it. You should defend your plan, and I should be able to tell what the plan does by reading it.
Inserting things into the debate isn't a thing. If you want me to evaluate evidence, you should read it in the debate.
Cross-ex time is cross-ex time, not prep time. Ask questions or use your prep time, unless the tournament has an official "alt use" time rule.
You should debate line by line. That means case arguments should be responded to in the 1NC order and off case arguments should be responded to in the 2AC order. I continue to grow frustrated with teams that do not flow. If I suspect you are not flowing (I visibly see you not doing it; you answer arguments that were not made in the previous speech but were in the speech doc; you answer arguments in speech doc order instead of speech order), you will receive no higher than a 28. This includes teams that like to "group" the 2ac into sections and just read blocks in the 2NC/1NR. Also, read cards. I don't want to hear a block with no cards. This is a research activity.
Debate the round in a manner that you would like and defend it. I consistently vote for arguments that I don’t agree with and positions that I don’t necessarily think are good for debate. I have some pretty deeply held beliefs about debate, but I’m not so conceited that I think I have it all figured out. I still try to be as objective as possible in deciding rounds. All that being said, the following can be used to determine what I will most likely be persuaded by in close calls:
If I had my druthers, every 2nr would be a counterplan/disad or disad/case.
In the battle between truth and tech, I think I fall slightly on side of truth. That doesn’t mean that you can go around dropping arguments and then point out some fatal flaw in their logic in the 2AR. It does mean that some arguments are so poor as to necessitate only one response, and, as long as we are on the same page about what that argument is, it is ok if the explanation of that argument is shallow for most of the debate. True arguments aren’t always supported by evidence, but it certainly helps.
I think research is the most important aspect of debate. I make an effort to reward teams that work hard and do quality research on the topic, and arguments about preserving and improving topic specific education carry a lot of weight with me. However, it is not enough to read a wreck of good cards and tell me to read them. Teams that have actually worked hard tend to not only read quality evidence, but also execute and explain the arguments in the evidence well. I think there is an under-highlighting epidemic in debates, but I am willing to give debaters who know their evidence well enough to reference unhighlighted portions in the debate some leeway when comparing evidence after the round.
I think the affirmative should have a plan. I think the plan should be topical. I think topicality is a voting issue. I think teams that make a choice to not be topical are actively attempting to exclude the negative team from the debate (not the other way around). If you are not going to read a plan or be topical, you are more likely to persuade me that what you are doing is ‘ok’ if you at least attempt to relate to or talk about the topic. Being a close parallel (advocating something that would result in something similar to the resolution) is much better than being tangentially related or directly opposed to the resolution. I don’t think negative teams go for framework enough. Fairness is an impact, not a internal link. Procedural fairness is a thing and the only real impact to framework. If you go for "policy debate is key to skills and education," you are likely to lose. Winning that procedural fairness outweighs is not a given. You still need to defend against the other team's skills, education and exclusion arguments.
I don’t think making a permutation is ever a reason to reject the affirmative. I don’t believe the affirmative should be allowed to sever any part of the plan, but I believe the affirmative is only responsible for the mandates of the plan. Other extraneous questions, like immediacy and certainty, can be assumed only in the absence of a counterplan that manipulates the answers to those questions. I think there are limited instances when intrinsicness perms can be justified. This usually happens when the perm is technically intrinsic, but is in the same spirit as an action the CP takes This obviously has implications for whether or not I feel some counterplans are ultimately competitive.
Because I think topic literature should drive debates (see above), I feel that both plans and counterplans should have solvency advocates. There is some gray area about what constitutes a solvency advocate, but I don’t think it is an arbitrary issue. Two cards about some obscure aspect of the plan that might not be the most desirable does not a pic make. Also, it doesn’t sit well with me when negative teams manipulate the unlimited power of negative fiat to get around literature based arguments against their counterplan (i.e. – there is a healthy debate about federal uniformity vs state innovation that you should engage if you are reading the states cp). Because I see this action as comparable to an affirmative intrinsicness answer, I am more likely to give the affirmative leeway on those arguments if the negative has a counterplan that fiats out of the best responses.
My personal belief is probably slightly affirmative on many theory questions, but I don’t think I have voted affirmative on a (non-dropped) theory argument in years. Most affirmatives are awful at debating theory. Conditionality is conditionality is conditionality. If you have won that conditionality is good, there is no need make some arbitrary interpretation that what you did in the 1NC is the upper limit of what should be allowed. On a related note, I think affirmatives that make interpretations like ‘one conditional cp is ok’ have not staked out a very strategic position in the debate and have instead ceded their best offense. Appeals to reciprocity make a lot sense to me. ‘Argument, not team’ makes sense for most theory arguments that are unrelated to the disposition of a counterplan or kritik, but I can be persuaded that time investment required for an affirmative team to win theory necessitates that it be a voting issue.
Critical teams that make arguments that are grounded in and specific to the topic are more successful in front of me than those that do not. It is even better if your arguments are highly specific to the affirmative in question. I enjoy it when you paint a picture for me with stories about why the plans harms wouldn’t actually happen or why the plan wouldn’t solve. I like to see critical teams make link arguments based on claims or evidence read by the affirmative. These link arguments don’t always have to be made with evidence, but it is beneficial if you can tie the specific analytical link to an evidence based claim. I think alternative solvency is usually the weakest aspect of the kritik. Affirmatives would be well served to spend cross-x and speech time addressing this issue. ‘Our authors have degrees/work at a think tank’ is not a response to an epistemological indict of your affirmative. Intelligent, well-articulated analytic arguments are often the most persuasive answers to a kritik. 'Fiat' isn't a link. If your only links are 'you read a plan' or 'you use the state,' or if your block consistently has zero cards (or so few that find yourself regularly sending out the 2nc in the body rather than speech doc) then you shouldn't be preffing me.
LD Specific Business:
I am primarily a policy coach with very little LD experience. Have a little patience with me when it comes to LD specific jargon or arguments. It would behoove you to do a little more explanation than you would give to a seasoned adjudicator in the back of the room. I will most likely judge LD rounds in the same way I judge policy rounds. Hopefully my policy philosophy below will give you some insight into how I view debate. I have little tolerance and a high threshold for voting on unwarranted theory arguments. I'm not likely to care that they dropped your 'g' subpoint, if it wasn't very good. RVI's aren't a thing, and I won't vote on them.

- Tech over truth. Only exception is death good arguments/spark. Do not read them; I will not vote on them.
- Inserting rehighlightings is fine as long as you explain why it matters in the speech. I usually read ev while making decisions.
- I'm more convinced by affs that commit to, and defend, an action coming out of the 1ac.
- Ks should prove the plan is a bad idea.
- I'm not convinced by CP theory arguments like condo or PICs bad. Private actor fiat, multi-actor fiat, or object fiat definitely have merit.
- I default to judge kick unless 1ar and 2ar convince me otherwise.

How I evaluate specific arguments:
Clash debates – I've voted both ways. Take that as you will.
Aff teams: I like it when the aff relates to the resolution in some way. That doesn’t mean you have to have a plan, but talking about the topic might be a good idea.
Neg teams: yes, I'm in the camp that thinks there is a difference between T and FW. Do: have an impact. Don’t: just yell about limits.
Kritiks – go ahead.
I understand the basics, but don't skimp on explanation. Lemme know before the 2NR how the alt functions/solves. Floating PIKs are probably not a reason to reject the team. Links of omission aren’t real; if you need them to get offense, perm probably solves.
On framework, I lean towards weighing the aff, but I can be persuaded otherwise. I'll vote on "K tricks", but you have to do more than just saying "fiat is illusory" or "serial policy failure".
Topicality – words mean things.
When it comes to evaluating the minutiae of T debates on the HS topic, I can't stress this enough: I have no topic knowledge. I won't know what your acronyms mean nor what the camp consensus is re: what's core of the topic this year, so please explain/contextualize things. It sounds obvious, but apparently I have to say it: if you don’t have a coherent violation in the 2NR, easy L.
Theory – if we really have to.
I’m not predisposed to sides, but condo's prob the only reason to reject the team. You can win that one condo is bad or 10 condo are good in front of me, it all depends. Please slow down and do actual LBL.
Counterplans – yeah.
The more specific to the aff the better. Re: where I lean on theory, see above.
I don't judge kick. Even if they dropped judge kick, I don't judge kick. If it's in the 2NR, the status quo is no longer an option.
Disads – can't beat the classics.
Don't read things that are racist. "Cops good" is an uphill battle with me.
Same with CPs, the more specific the better. Ptx disads are fine, in theory; they’re probably not bad for debate but they ARE badly constructed.

i won't vote for arguments that are violent to the other team. example: i won't vote for death good for personal reasons because it is psychologically violent to me.
most debates are decided by dropped arguments. try not to have those debates. organization and explanation are critical. if i don't understand the argument or its implications, i probably won't vote for it - this goes both for k stuff and economics. if i don't have the argument on my flow, tough luck. i won't make cross applications for you and you need to explain the implications of arguments. please do line by line, "embedded clash" is a nightmare to evaluate as a judge.
i am just way too biased towards consequentialism. not util necessarily, but i just believe that expected value is true. you can alter the way i calculate that value from policy-style util to something else, but in the end it's very hard for me to ignore consequences.
arguments must have a claim and a warrant. something that matters for me is whether the warrant backs up the claim. an inductive argument that looks like "nazi germany was expansionist, therefore offensive realism is true" is weak and uncogent because the premise does not likely prove the conclusion. that's like saying, "1 ball out of this bag of 30 is red, so all balls in the bag are red." people get away with this too much. i rate system level statistics(established statistical correlation with a high r value) much higher than other forms of evidence, and comprehensive examples(a preponderance of recent and relevant examples going one way) are up there too. your argument relying on a single analogy or a single example is really not up to the standards of the real world.
something i'm still struggling with is how to evaluate these types of arguments when they're dropped. i lean towards being lenient and giving the conclusion at least some weight, but if you piss me off i may not. i expect to get more ideological about this, honestly.
arguments:
t - interp, violation, standards is a full shell. softer on we-meet & reasonability - i'll buy 100% risk of we meet, and you'll never hear me say "any risk of a violation means i vote neg". top level impact analysis is probably the most important thing. i'm honestly pretty good for t - i think lots of topics these days are massive and encourage terrible "functionally limited"(read: there is one theoretically illegitimate cp that solves everything) topics.
- i care about the quality of t evidence quite a bit. i think that literature determines preparation which is probably the best internal link to impacts.
- i hold the 2ac to the 1nc - if the 1nc is a single card and a line about limits, the 2ac can be about that quality and the 1ar can be very new.
da - clear link chains and impact weighing. good defense can equal 0% risk, but that's a very very high threshold and you should not bank on it. tell me the story of the disad. i like it when people go for good, core of the topic disads. i really dislike poorly constructed politics disads, but i understand why you're running them if the topic is really bad. at the very least, please have them make structural sense.
- most links and most uq is not yes/no. you should acknowledge that and work around it rather than pretending it's not true.
cp - run whatever, but i'm probably more willing to pull the trigger on theory than most people. i think negs are probably getting away with too much. if your options are to read solvency deficits you know are terrible or go for theory, probably go for theory. bad cps should be taken down by analytics.
-judgekick should start in the 2nc.
ks on the neg - if i don't get it, i won't vote for it. simple ks like cap or security are no problem. if it's more complicated, i will probably lean aff on "i don't know what this is" if it's poorly explained. even if it is a k i know relatively well(wilderson, mainline setcol, deleuze, agamben, baudy) i dislike being obscurantist because you know the other team knows less than me. i am willing to at least reduce speaks and if it's really poorly explained it's possible i won't evaluate it.
framework isn't always that important - consider what actual strategic value it gets you. i see affs which can directly challenge the thesis of the k waffling around talking about fairness or whatever and i don't like that. to be honest, i probably lean neg on k framework - it just makes sense to me that discursive/epistemological implications of the 1ac should be weighed first. however, if the aff wins that their discourse/epistomology is good(not that hard to win against ks that aren't high theory), i vote aff even though the neg won framework.
the counterpoint to that for the neg is that links of omission make me sad. please have a link to the aff. running abolitionism against an aff that legalizes corporate crime for the economy isn't gonna work, because that aff isn't a reformist strategy. i think this applies a lot for extinction affs vs the k - the neg runs some link that's for soft lefts affs, and the aff just concedes it. please don't do that.
the alt should resolve the impact. i won't do cross application and implicit clash for you.
ks on the aff - i think framework is a good argument vs k affs. you should try to be topical, or at least follow the words in the resolution. i don't really have any ideological views on fairness or anything - i think it's mostly impact analysis. consider going for the k vs the k aff even if you're a policy team.
i will be honest and say that i didn't go for framework much. i didn't hit k affs much, and when i did, i usually ended up going for some kind of k. maybe not the greatest for clash debates, but probably solid for both straight policy and kvk debates

i am a policy judge. four things:
1. i care a lot about tech. arguments in the final focus must be in the summary, and not cross-ex. the summary is not allowed to make new arguments that aren't extending their case or directly responding to a point the other team made. i will not evaluate arguments that aren't extended through each speech, and i will evaluate every dropped argument as presumptively true.
2. i default to utilitarianism. this seems to be a big deal this topic, because everyone reads these authoritarianism impacts. absent a clear reason why preventing democratic backsliding is more important than preventing people from dying, i will default to preventing people from dying.
3. i don't care about stylistic things. it doesn't matter if you spread, which arguments you make, what you wear, etc. absent a compelling reason to care about those things, argumentation always comes first
4. i care a lot about evidence ethics. in policy, it's expected to sent the entire text of the evidence, as well as a link, author quals, etc. you also have to read directly from the text of the evidence to cite it. it's incomprehensible to me that this is not the case in pf.
- time taken to find evidence comes out of the team finding evidence's prep. it should take no time to find evidence(you are allowed to take time sending evidence)
- you should challenge evidence often, and if you find inconsistencies point them out. +1 whole speaker point if people send out speech docs in a policy-esque fashion.
for this nsa topic, i actually probably have more topic knowledge than you because of the 2015 surveillance and to some extent the 2019 executive authority topics.
also, i've judged a lot of rounds but mostly in tournaments that don't show up in tab, locals and stuff.

Topicality vs Plans
I find well-executed T debates some of the most fun debates to judge. However, that requires a few things from the neg: a definition grounded in the resolutional wording and context; a clear explanation why your vision of the topic either shifts the state of current debating on the topic to a better place or prevents debate from slipping into a worse place; cards on the offensive portions of the debate. I would also caution neg teams stop making contradictory arguments on other theory portions (think: condo).
As for the aff in these debates—I’m open to whatever offense you want to go for, but you must do impact calculus.
Topicality vs Planless
I lean heavily neg in these debates. When I do vote neg, it is because the aff has not adequately described a link between their impacts, their solvency mechanism, and the ballot. Exclusion impacts need a solution that rests within your model of debate, and that is something you need to prove just as the neg needs to explain why the ballot remedies a loss of fairness or clash.
Neg teams: go for fairness. Skills, clash (alone), and education are more hassle than they’re worth.
CPs
I lean neg on broader theory questions. I don’t think many if any debaters understand functional/textual competition. Permutations are bad for the neg when you’re debating a team that writes them well, but I think that clarity in how the CP operates and what actions it specifically takes is necessary to explaining away perms. I find neg teams are short on explaining what the CP does. I like process CPs, but again, be smart on perms. I am not a fan of fiating in a DA.
DAs
If you’re taking a DA in the 1NR and have all that prep time, please use it to read through the 1AC and find solid, supported turns case arguments. If you do, your life and mine become much easier at the end of the debate.
Kritiks
Neg teams need to have a theory of how the world operates and defend it, use it to extrapolate links, etc. I find that when neg teams are asked a question of, “how do you know [the link] is true?” they usually stare blankly into the distance. I like kritik debates, but find myself being frustrated by a lack of link analysis and application to the aff. I am close to 50/50 on the framework portion of K neg vs aff, but I need good impact analysis as to why I should include more than the plan itself. Link debating for the K should operate more than to get you from aff-to-big impact, it should become solvency answers, reasons to reject the team, case turns, etc.
Aff teams need to defend the truths of the plan. Win framework, win the aff is a good and necessary action. Make sure to answer well-done link debate or you risk losing to small concessions that take out the truths you attempt to defend. I don’t think teams impact turn K’s enough (both thesis level impact turns as well as alternative/method turns). If you win the aff, I will look at you favorably.
