The Safe Streets Act

 

  1. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
  2. SECTION 1:  All police officers shall wear body cameras at all times while on duty and
  3. shall be recording during times of interaction with members of the public.
  4. SECTION 2: Any officer caught without their camera operating at the required time will be
  5. Subject to disciplinary action, which could include being immediately discharged.
  6. SECTION 3: Police Departments nationwide shall receive their portion of $200 million
  7. in federal funds allocated over the next two years to purchase cameras, servers, and other
  8. necessary technology in order to maintain records.
  9. SECTION 4: The implementation of this legislation will be overseen by the Department of
  10. Justice.
  11. SECTION 5:  The bill shall take effect on January 1, 2020.
  12. SECTION 6: All laws in conflict with this legislation are hereby declared null and void.

 

 

 

 

 

 

 

 

 

 

 

A Bill to Create a Universal Start Time for California Secondary Schools

 

 

  1. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
  2. SECTION 1: Section 46148 is added to the California Education Code, to read:
  3. A.        The school day for middle schools and high schools, including middle schools and high
  4.             Schools operated as charter schools, shall begin no earlier than 8:30 a.m.
  5. B.        For purposes of this section, “school day” does not include a “zero period,” or an extra period
  6.             offered before the start of the regular school day, as long as this special period is not
  7.             mandatory for any student.
  8. C.        This section shall be implemented by middle schools and high schools no later than July 1, 2022.
  9. D.        The governing board of a rural school district may request, and the state board may authorize, a
  10.              waiver to delay implementation of this section for two years if the governing board of the
  11.              school district demonstrates a verifiable, significant economic hardship that would result from
  12.              Implementation of this section. The waiver may be granted for two years, and, upon approval
  13.             by the state board, may be extended for up to an additional two years.
  1. SECTION 2: All laws in conflict with this legislation are hereby declared null and void.






 

 

 

 

 

 

 

 

 

A Bill to Amend the Constitution to Reform the U.S. Supreme Court

 

 

  1. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED:
  2. that the following is proposed as an amendment to the Constitution of the United States,
  3. which shall be valid to all intents and purposes as part of the Constitution when ratified by the
  4. legislatures of three-fourths of the several states within seven years from the date of its submission
  5. by the Congress:
  6. SECTION 1: Before March 1 of each odd-numbered year the President shall appoint a
  7. Justice of the Supreme Court who shall, upon confirmation by the Senate, replace the
  8. longest serving member of the Court. The new Justice shall be seated before the Court’s
  9. session begins in October. It is the intention of this amendment that a rotation of Justices
  10. be established so that each serves, as near as possible, an eighteen year term.
  11. SECTION 2: In the event that a vacancy on the court occurs before the scheduled time of
  12. a new replacement, the president shall appoint a justice to replace the vacant seat and skip
  13. the next scheduled replacement. No President may appoint more than two Justices during
  14. a four year term of office
  15. SECTION 3: The Chief Justice shall be chosen by a vote of the nine justices after the
  16. seating of a new Justice, and shall serve a two-year renewable term.




 

 

 

 

 

 

 

 

A Bill to Protect the Bees

 

 

  1. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
  2. SECTION 1: The United States shall ban the production, sale and use of any pesticides/insecticides
  3. known to be toxic to honeybees, such as, but not limited to: diazinon, Imidan, malathion, Sevin, and
  4. neonicotinoids in the United States.
  5. SECTION 2: The implementation of this bill will be overseen by the Environmental
  6. Protection Agency.
  7. SECTION 3: Farmers will be given eighteen months in order to comply with this change, and any
  8. farmer found in violation of these new standards will be subject to fine and arrest.
  9. SECTION 3B: Penalty fees will be assessed based on the usage of the aforementioned
  10. pesticides/insecticides after one year.
  11. SECTION 4: The ban on the production and sale of said products will take effect immediately upon
  12.  passage of the legislation.  The ban on the use of said products will take effect 18 months following the
  13.  passage of the legislation.
  14. SECTION 5: All laws in conflict with this legislation are hereby declared null and void.









 

 

 

 



 

A Resolution to Sanction Venezuela

 

 

  1. Whereas the Venezuelan government of Nicolas Maduro has failed to provide basic necessities for
  2. the people of Venezuela causing a refugee crisis in the region as hundreds of thousands of
  3. Venezuelan citizens are forced to flee to neighboring countries, and
  4. Whereas Maduro’s socialist policies have caused economic collapse and food insecurity within
  5.  Venezuela, leading to severe instability throughout South and Central America, and
  6. Whereas basic democratic principles of free speech and free press are denied to the Venezuelan
  7. people and political opposition has been abused and exiled, and
  8. Whereas it is in the United States’ national interests to promote democracy throughout the
  9. Western Hemisphere;
  10. Therefore be it Resolved by this Student Congress that the United States institute a trade embargo
  11.  against the nation of Venezuela ceasing any and all trade relations.  This trade embargo will be
  12. lifted once the Venezuelan government institute policies that end the refugee crisis and return
  13. basic democratic rights to the Venezuelan people.
