 2019 CBSR Student Congress Championship

 A Bill to Create the U.S. Department of Education and the Workforce

1. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

2. Section 1. The United States Department of Education and the United States

3. Department of Labor shall be merged into a single cabinet

4. department to be named the United States Department of Education

5. and the Workforce (USDEW).

6. Section 2. Any and all workforce development, employment programs, or

7. education related agencies or programs not currently in the

8. Department of Education or Labor shall be integrated into the

9. USDEW.

10. Section 3. The USDEW shall be divided into four sub-agencies:

11. A) K-12 education (DEW K-12)

12. B) American Workforce and Higher Education Administration

13. C) DEW Office of Enforcement

14. D) DEW Research, Evaluation, and Administration Agency (REA).

15. Section 4. The President Shall appoint a Secretary of Education and

16. Workforce as soon as possible who shall be empowered to begin

17. merging responsibilities, facilities, and staff with the goal of full

18. integration of the two departments by January 2020.

19. Section 5. This act shall take effect upon passage.

2019 CBSR Student Congress Championship

USMCA Implementation Act

1. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

2. Section 1. This congress hereby ratifies all sections and all provisions of the

3. United States-Mexico-Canada Agreement (USMCA), and agrees to

4. all necessary changes to U.S. trade policies, and all necessary

5. changes to U.S. laws required under the USMCA.

6. Section 2. All laws in conflict with this act are considered null and void.

7. Section 3. This act shall take effect upon passage.

Resolution to Expel Turkey from NATO

1. Whereas: Turkey has failed to live up to the basic requirements of NATO

2. membership which require nations seeking membership to “have stable

3. democratic systems, pursue the peaceful settlement of territorial and ethnic

4. disputes, have good relations with their neighbors, show commitment to the

5. rule of law and human rights, establish democratic and civilian control of

6. their armed forces, and have a market economy.” (NATO Membership Action Plan, 1999)

7. BE IT RESOLVED BY THIS CONGRESS that The United States use its

8. influence and authority to expel the country of Turkey from the NATO alliance.

A Bill to Prevent Government Shutdowns

1. Title: The Automatic Continuing Resolution Act (ACR)

2. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

3. Section 1. In the event that a new appropriations bill has not been enacted

4. by Congress at the beginning of a new fiscal year (12:00pm

5. October 1) the United States Treasury shall continue funding

6. for all programs, projects, and activities at a level that is the

7. lower of:

8. A) the previous year’s appropriated level, or

9. B) the amount provided in an existing continuing

10. resolution, or

11. C) the amount proposed in the President’s budget.

12. Section 2: The appropriations provided under the ACR shall end when:

13. A) a regular appropriations bill becomes law, or

14. B) when the ACR is ended by a joint resolution, or

15. C) the fiscal year comes to an end.

16. Section 3: All laws in conflict are considered null and void.

17. Section 4: This act shall go into effect at the beginning of the October

18. 2019 – September 2020 fiscal year.
