A Bill to Assist the Independent Media in Afghanistan

 

 

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1.  Fifty (50) million dollars shall be allocated to be used as grants to independent media outlets based in Afghanistan.

Section 2.  “Independent media outlets” shall be defined as privately owned print, radio, television or internet media companies.

Section 3.  The U.S. Agency for International Development shall coordinate disbursement of the monies allocated above. To be eligible to receive U.S. funding, the media outlet must meet the following qualifications:

A.    It must not be affiliated with any group categorized by the State Department as a terrorist organization.

B.     It must have an equal opportunity employment policy and its programming may in no way promote ethnic, religious, or gender discrimination or anti-American sentiment.

SECTION 4.  USAID must begin the review process within six months of passage.

Section 5. All laws in conflict with this legislation are hereby declared null and void.


 

 

A Bill to Eliminate Disparities in Education Funding

 

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1.  Without adjusting total education outlays, federal, state, and local departments of education must provide equal per-student funding to all public K-12 schools within their respective jurisdictions.

Section 2.  “Public schools” shall be defined as all government-operated K-12 schools.

Section 3.  The U.S. Department of Education will oversee this reform to ensure equitable funding.

A.    Federal education funding will be automatically adjusted for inflation each successive year.

B.     States and localities may adjust total education outlays in following years but must maintain equal per-student funding.

C.     States that do not comply with this legislation will not receive federal education funding.

SECTION 4.  This legislation will take effect the fiscal year following passage.

Section 5. All laws in conflict with this legislation are hereby declared null and void.


 

A Bill to Increase The Amount of H-1B Visas Granted in Order to Benefit the STEM Fields

 

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

 

 Section 1. That the amount of H-1B visas granted will increase from 65,000 to  200,000.

 

Section 2. H-1B visas will be defined as a non-immigrant visa that allows US companies to

 

employ foreign workers in specialty occupations that require expertise in fields such as in

 

architecture, engineering, mathematics, science, and medicine

 

Section 3. The Bureau of Citizenship and Immigration Services shall oversee implementation of this bill. Qualifications and Regulations needed to obtain an H-1B visa will stay the same

 

Section 4. This Legislation shall be enacted within within 6 months of passage

 

Section 5. All laws in conflict with this legislation are hereby declared null and void.

 

 

 

 

A Resolution to Amend the Constitution to Empower the Electorate

Whereas, The current practice of using the Electoral College is outdated and unnecessary, and
The Electoral College is known to change the outcome of elections, and

Whereas, The Electoral College creates “swing states” that cause large portions of the nation to be ignored in campaigns, therefore be it

Resolved, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three- fourths of the several states within seven years from the date of itssubmission by the Congress:


            AMMENDMENT TEXT—

Section 1: The Electoral College as it stands today shall be abolished.


Section 2: Every four years, a national vote for the Presidency shall be conducted in the same fashion as it is carried out currently. The candidate receiving the majority or plurality of votes nationwide shall become the President of the United States.

Section 3: Congress shall have the power to enforce this resolution with appropriate legislation.


A Bill to Ensure Network Neutrality

 

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1 Section 1. The full text of the Open Internet Preservation Act of 2014 (S.1981) is

2 hereby enacted.

3 Section 2. The Open Internet Preservation Act is designed to implement a policy of

4 net neutrality for all Internet Service Providers.

5 Section 3. The Federal Communications Commission shall oversee enforcement of

6 this legislation.

7 Section 4. This legislation will take effect immediately.

 

 

A Bill  Mandating the Repeal of all Stand Your Ground Laws

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1: The Unites States Congress move to abolish the “Stand Your Ground” law in Florida and similar types of castle doctrine laws across the country—the passage of these laws by state legislatures will hereby be in conflict with federal law.


Section 2: A stand-your-ground law is defined as a type of self-defense law that allows an individual to use deadly force to defend oneself without having to consider retreating from the situation. It also provides a form of defense or immunity in the case of a criminal or civil trial.

Section 3: Implementation of this law will be overseen by the United States Congress.

Section 4: All states will be required to implement this law within 90 days ofpassage.
A. States who fail to repeal their stand-your-ground laws within this 90 dayperiod will have all access to federal parks and highway funding funding removed until they repealtheir state law.


SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

 

A Bill to Abolish the United States Postal Service

Be it Enacted by this Student Congress here assembled that:


SECTION 1: The United States Postal Service has proved to be inefficient and

regularly needs billions in bailouts to keep it operating;

SECTION 2: And even though the United States Postal Service was created

under our constitution, previous examples consistently show that

privatized mail carriers work better;


Section 3: States Postal Service and will give tax credits to privatized mail carriers in order to help foster job growth and cut wasteful government spending.

 

Section 4: this bill will be effective fiscal year 2015-2016

Section: All laws in conflict are null and void

 

 

A BILL TO REDUCE CARBON EMISSONS

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

Section 1: A. States receiving federal transportation funds shall be required at least triple interstate highway toll fees over those in effect for the 2012 calendar year.

            B. States with no interstate highway toll costs shall be required to raise their gasoline tax by at least twenty-five percent over those in effect for the 2012 calendar year.

Section 2: Highway tolls shall include those fees levied on bridges and tunnels which are part of the interstate highway system.
The Federal Highway Administration shall enforce this legislation.


            A. States which do not comply with this legislation shall have theirfederal highway funds reduced by fifty percent.

Section 3: This legislation shall take effect for January 1, 2015


Section 4: All laws in conflict with this legislation are hereby declared null and void.

 

A BILL TO BAN THE PRODUCTION AND CONSUMPTION OF GENETICALLY MODIFIED ORGANISMS IN AGRICULTURE

1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

Section 1: The production and imports of Genetically Modified Organisms within the United States of America, as well as the consumption thereof, is hereby subject to added regulation. All genetically modified organisms must show that they 1) on the whole, have no negative impact on the ecosystem or human health, and 2) serve to further valid scientific or agricultural goals.

Section 2: The term “Genetically Modified Organism” (GMO) is to be defined as “any organism whose genetic characteristics have been altered by the insertion of a modified gene or a gene from another organism using the techniques of genetic engineering.”

Section 3: The enforcement and oversight of these provisions will be delegated to the Environmental Protection Agency (EPA), which will be held responsible for the regulation of GMOs in cooperation with the Food and Drug Administration. The EPA and the FDA shall appoint a joint GMO task force, which shall be funded with 100 million dollars to ensure safe regulation of genetically modified organisms.

Section 4: This law will take effect on January 1, 2015.

Section 5: All laws in conflict with this legislation are hereby declared null and void.
