Policy Debate will use the NSDA/NFHS 2024-25 topic -- Resolved: The United States federal government should significantly strengthen its protection of domestic intellectual property rights in copyrights, patents, and/or trademarks.

Unlike other January tournaments, LD and PF will continue to use the November/December 2024 NSDA topics. We made this decision to make sure that students would not feel overburdened preparing a new topic without substantial time at school practicing between finals week and the holiday season. No novice topics will be used in any division.
Lincoln-Douglas -- Resolved: The United States ought to adopt a wealth tax.
Public Forum -- Resolved: The United States should substantially reduce its military support of Taiwan.

WSD will only be offered in-person.
R1 and R2: As the United States government, this House would remove the ban on using affirmative action policies in higher education admissions.
R3 Impromptu
R4: This House believes that social media activism has done more harm than good to the feminist movement.
Elim 1: This House supports the Home Guarantee movement.
-- Info: A federal Homes Guarantee means that every household in the United States -- whether they rent or own -- has a dignified and affordable home.
Elim 2 Impromptu
Elim 3 (if needed): This House believes that state capitalism is a more effective economic model than liberal capitalism for promoting long-term national development and economic stability.

Congress will follow the appropriate scaffold posted by the TFA Executive Council, using the Spring Docket. Here are the following agendas:
Tigers (Online)
Prelims: 1, 3, 5, 4, 2
Finals: 6, 8, 9, 7, 10
Cougars (In-Person)
Prelims: 10, 7, 9, 8, 6
Finals: 2, 4, 5, 3, 1
Additionally, we will be using Rule 2(l) on page 68 of the TFA Constitution and limiting floor debate per item of legislation to no more than one-third of a session's total floor time. We anticipate that will be 1 hour per piece of legislation.
As per the TFA Constitution page 67, section 2 - "When no one seeks the floor for debate, the presiding officer may ask the chamber if they are 'ready for the question' at which point, if there is no objection, voting may commence on the legislation itself. There is no 'minimum cycle.'"
Chambers are welcome to move the previous question or to table legislation as they see fit without a requirement for authorship or debate on a particular item. This should be done in accordance with parliamentary procedure.
