Novice Caselist FYI

For clarity's sake:

We want novice teams to pick CASES from the caselist, but they are not limited to EVIDENCE found in the packet.

This means aff teams can run:

     Wetlands (or the K WOTUS)

     Ag Runoff

     Fracking

     Lead in the water

Both the aff and neg teams may bring in outside evidence to support their points and make arguments.
