8 people in a room-- paneled just like other events

 

Each round has a different topic which will be posted on the league website the week of the tournament

Congressional Debate Topics

A Bill to Grant Statehood to the District of Columbia

 Whereas, the insurrection occurring on 6 January, 2021 on Capitol Hill highlights the

      growing dangers of asymmetric polarization in the United States 

Whereas, the Presidency’s actions in regards to the District of Columbia on that day

      were highly influenced by partisanship and a desire to stay in power 

Whereas,  the branches are not truly equal in power, as intended by the Framers of the

       Constitution, if one branch has the means to affect the wellbeing of another

Whereas, the District of Columbia has the practical nature of statehood in elections

      through their electoral votes

Therefore, the Congress here assembled shall immediately grant the District of

        Columbia in the United States statehood and formally induct it as the 51st

        state of the Union no later than 20 January, 2022

A Bill for the Regulation of For-Profit Colleges

 WHEREAS, a college degree represents a gateway to a decent livelihood, and for-profit colleges have grown exponentially because they promise an achievable path to degree completion; and

WHEREAS, an associate degree may cost four times more at a for-profit college than at a comparable public college;[1] and

WHEREAS, 96 percent of students at for-profit colleges take out student loans,[2] and students’ default rate from these colleges is four times higher than from community colleges;[3] and

WHEREAS, students from for-profit institutions suffer from a higher unemployment rate and lower earnings than do comparable students from other schools;[4] and

WHEREAS, too many students have defaulted on their for-profit college loans.

RESOLVED, regulations should be reinstated for the overseeing of the for-profit college sector with reimbursement of loan defaults coming from companies who do not hire said students.

A Bill to Legalize the Usage of Recreational and Medical Cannabis 

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.       The United States Congress shall legalize the usage of recreational and medical marijuana (Cannabis) for those over the age of 21.

SECTION 2.       Recreational marijuana usage shall be defined as the use of marijuana and other THC (Tetrahydrocannabinol) products not specifically prescribed for usage by a medical professional.

SECTION 3.      Medical marijuana usage shall be defined as the use of marijuana and other THC (Tetrahydrocannabinol) products specifically prescribed for usage by a medical professional.

SECTION 4.       The United States Drug Enforcement Agency upon notification of passage shall remove the classification of Marijuana (Cannabis) as a schedule I drug and redesignated Cannabis products under schedule V.

SECTION 5.       This legislation will take effect immediately upon passage. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Prevent the Usage and Deployment of Military Personal and Equipment during Presidential Transition Periods.

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.       The usage and deployment of military personal and equipment by the sole authority of an outgoing president shall be limited.

SECTION 2.       During a Presidential Transition Period the president of the United States shall be mandated to concur with the Office of President Elect before the usage and deployment of military personal and equipment.

SECTION 3.      The United States Department of Defense shall oversee the limitations of the power of the President of the United States. 

A.      The President of the United States shall have sole authority over the use and deployment of Military Personal and Equipment during a presidential transition period only if the United States Defense Readiness condition is raised above or at DEFCON 3.

 

SECTION 4.       This legislation will take effect immediately upon passage. All laws in conflict with this legislation are hereby declared null and void.
