CONGRESSIONAL EXTEMP
Round 1
Whereas changing clocks for Daylight Savings Time is bad for your health as it disturbs the body's natural circadian rhythms
Whereas changing clocks for Daylight Savings Time results in a decrease in productivity in the spring
Therefore, be it resolved that Daylight Savings Time will become a permanent fixture.
Round 2
Whereas scientists believe that “cold cognition” skills, those used to make the kind of informed, well-thought out choices needed in voting, are solidly established in 16-year-olds.
Whereas lowering the voting age to 16 increases voter turnout and develops lifelong voting habits.
Whereas 16-year-olds should have a voice in the laws that affect their lives and a stake in the future of their country
Therefore, the voting age at national elections should be lowered to 16
Round 3
Whereas many middle school students have failing grades by the end of 8th grade in middle school.
And whereas all middle school students are 'socially promoted' regardless of effort and grades.
and thus, this population comes into high school unprepared and unmotivated.
Therefore, be it resolved that all middle school students must possess a minimum 2.0 GPA in order to graduate middle school.

8 people in a room-- paneled just like other events
Each round has a different topic which will be posted on the league website the week of the tournament
Round 1: EXAMPLE TOPIC: The SAT should be abolished

1. 1801 (AFF) 1st speaker will ALWAYS be AFF, 2nd always NEG, 3rd always AFF...etc.
2. 1806 (NEG)

4. 1804 (NEG)
5. 1803 (AFF)
· Speaker #1 gives an AFF speech (4 minutes) and is then questioned by the last speaker (2 min Cross-X)
· Speaker #2 gives a NEG speech and is then questioned by the first speaker
· CX is set up just like final round of Extemps at State Quals, State, Nat Quals, Nationals
