Rules

1)     This is a policy debate and LD tournament

a)     Policy times

i)      8 (eight) minute constructives (1AC, 1NC, 2AC, 2NC, 3 (three) minute CX, 5 (five) minute rebuttals (1NR, 1AR, 2NR, 2AR).

ii)     5 (five) minutes of prep time

iii)   Flex prep, open CX, etc. are at the discretion of the judge and debaters. All involved must consent and agree to these terms.

iv)    Flashing or exchanging of evidence, speeches, etc., is not counted in prep.

b)     LD times

i)      6 (six) minute AC

ii)     3 (three) minute CX

iii)   7 (seven) minute NC

iv)    4 (four) minute 1AR

v)     6 (six) minute 1NR

vi)    3 (three) minute 2AR

vii)  4 (four) minutes of prep

2)     Judging

a)     Prelims will have one (1) judge, quarters and semis will have a minimum of three (3), finals will have a panel of five (5).

b)     Judges may not judge someone from their own school, or anyone they have a relationship with, either negative or otherwise.

c)     We will release a pool of judges after the deadline. Debaters will have two (2) weeks after the release to send back a list of at max 5 (five) strikes. These strikes will be honored to the best of our ability, given the amount of judges stays abundant.

3)     General Rules (Policy)-

a)     The round will begin with the affirmative team giving the 1AC, continued by a cross-examining period. Next, the negative team will give the 1NC, followed by a cross-examining period. Next, the affirmative will give the 2AC, then a cross-examining period. Next, the negative will give the 2NC, with the final cross-examining period following. The rebuttals follow, in the order of 1NR, 1AR, 2NR, 2AR.

b)     Judges will award debaters speaker points on a scale of 25-30, to a tenth of a point. No debater in a round shall tie.

c)     Judges may be allowed to view evidence after the round. There is no time limit to this.

d)     Proof of falsification of evidence will result in-

i)      Disqualification from the tournament

ii)     An auto-win for the opposing team

iii)   A stern talking to because just don’t





e)     All evidence must contain the following in the citation

i)      Author’s first and last name or the website/organization’s name--the date last published or edited by the author—author’s credentials—date last accessed by the debater—citation of the URL or book title.

ii)     A lack of proper citation is subject to a voiding of the piece of evidence. This is at the judge’s discretion.

f)      Verbal and non-verbal prompting by a speaker’s debate partner is allowed. This includes reminders, notes, time calls, etc.. No speaks shall be docked, nor should it be evaluated in the deliberation.

a)     The round will begin with the AC, followed by a cross-examining period. Next, the NC, followed by a cross-examining period. The 1AR follows, then 1NR, then 2AR.

b)     Judges will award debaters speaker points on a scale of 25-30, to a tenth of a point. No debater in a round shall tie.

c)     Judges may be allowed to view evidence after the round. There is no time limit to this.

d)     Proof of falsification of evidence will result in-

5)     Notes-

a)     Tournament will be taking place June 2nd and 3rd, OR 1st, 2nd, and 3rd. This is dependent on the number of rounds, judges, debaters, etc..

b)     Your circuit, debate style, school, etc., does not determine eligibility for this tournament.

c)     You may debate with whomever you choose (POLICY), or with no one at all. This means-

i)      (IN POLICY) Debaters may choose to debate with someone outside of their school, their circuit, state, etc.. This is not against the rules, and will not be taken into account.

ii)     (LD) LD may not team debate.

iii)   Mavericking (one-manning, singe-person debating, etc.) is allowed, and will not be docked. The speeches you give will be evaluated as two (2) different people. I.E, the 1AC and 1AR is evaluated as one person, while the 2AC and 2AR is evaluated as one person. This applies to speaker points; single-person policy teams will receive two (2) different speaker point ratings. The no-tie rule still applies.

d)     A note for policy debaters who would like to debate on teams- you may consider using a third party program, like TeamSpeak, Discord, or Skype, for prep collaboration. This is in no way required, it is just a suggestion.

e)     Policy debaters will debating the resolution- Resolved: The United States Federal Government should substantially increase its diplomatic and/or economic engagement with the People’s Republic of China.

f)      LD  debaters will be debating Nats Resolution

 

g)     By registering, you agree to abide by all rules stated above.
