For this tournament specifically, ALL attendees (adults & students) will be required to sign a release form in order to be on campus. You can find the form linked to this webpage AND in the email sent out by Robert Ronne!

The WBFL December Student Congress will be held at Lawndale High School on Saturday, December 13th!

It is only open for schools in the WBFL league.

Important changes to our rules can be found at the bottom of this invitation- please be sure to review before tournament day!

In addition, this Student Congress will continue to use the new cross examination rules for State (also located below)

Fees are $15 per entry

PO's are free but the number of slots are limited to twice the number of houses

Registration: 8:00 am

PO and Judge Instructions: 8:30 am

Round One: 9:00 am - 10:30am

Round Two: 11:00 am – 12:30 pm

NEW RULE:Section5. Recognition of Speakers
A. To be recognized to speak or ask a question, competitors will remain seated and raise their placard. Only CHSSA approved placards will be allowed.
B. Recognition of speakers shall be based on recency. 1. 1st Priority - Representatives with fewest speeches. 2. 2nd Priority - Representative who has spoken least recently.
C. In the situation where speakers have not given a speech yet, the presiding officer shall recognize a speaker based on random, preset recency
1. Random, preset recency shall be established prior to the start of the first preliminary round, the semifinal round, and the first final round session.
2. The random, preset recency shall be used in order for recognition for speeches and in reverse order for recognition for questioning. D. Recency will continue through prelims and reset for semis and the first final session.

E. Recency will not reset for the second final session. F. Presiding officers must use the CHSSA provided recency chart for recording speeches.
G. Any competitor 10 minutes or more late to the session will be seated only with the permission of the Congress Chair after consideration of the cause of the tardiness.

Section 7. Cross-Examination
A. Questioners shall be recognized at the discretion of the presiding officer.
B. Presiding officers shall prioritize students who have previously asked fewer questions in the chamber.
1. In the situation where speakers have not asked a question yet, the presiding officer shall recognize questioners based on the reverse order of the random, preset recency used for recognition of speeches. Article XIII: The State Tournament - Congress Rules
C. There shall be 2 minutes of cross-examination after the first affirmation and first negative speech. There shall be 1 minute of cross-examination for all subsequent speeches.
D. Direct cross-examination shall be used for all speeches in prelims, semis and finals.
E. Direct cross-examination shall include 30 second questioning blocks in which a questioner may ask follow-up questions.
F. Misleading, irrelevant or leading questions may not be ruled out of order by the Presiding Officer. Presiding Officers should remind the chamber to keep questions short and to the point.
