UHSAA 3A Speech and Debate

It is our pleasure to extend you an invitation to the 3A State Tournament to be held March 13th and 14th at Park City High School.   Congratulations to you and your students for a great season! Please read carefully through the following information:

Dates

The dates again are Friday, March 13th with the first round starting at 2:00PM and Saturday, March 14th at 8:30 AM.

The location of the tournament is

Registration

The DEADLINE for tournament registration is Monday, March 9th at 5:00 PM. Registration and judge entry will take place through tabroom.com.

 

Only students that have qualified for state may be registered for the tournament.

 

Coaches should complete their registration by reporting to the tabroom, which will be in room # 128 (main hallway down from the Commons, right next to the library) between 1:00 and 2:00. Judges should report to the school library, which is next to the tabroom, at 1:30 to sign in and receive instructions for judging.

 

Coaches Meeting

All head coaches are expected to attend a brief meeting that will begin as soon as each round 1 ballot has been distributed. The primary objective of the meeting is to coordinate next year’s tournament and address any concerns.

 

Coaches Assignments

All coaches are expected to be available to assist with the operation of the tournament. Assignments will be made immediately after the registration deadline.

Congress: The legislation for the congress docket was selected from the most frequently used legislation at 3A region tournaments.

Extemp: Questions will be taken from the state list sent out by NFHS from March, February and January.  Please review the rules for Extemp, especially regarding the use of electronic devices. The extemp prep room will be in the Small Lecture Hall, which is across from the main office.

 

Impromptu: Topics will consist of social issues, current events, quotes, and abstract words.

 

Oratory: Please review the rules for Original Oratory. Also, All qualifiers to the State Meet must have submitted a copy of their original oratory one week in advance to the state forensic representative. This copy should be typewritten and double-spaced. All quoted materials should be so specified with an appropriate bibliography attached.

 

LD--Resolved: March Topic

CX--Resolved: Resolved: The United States federal government should substantially increase its non-military exploration and/or development of the Earth's oceans.

 

 

JUDGING REQUIREMENTS

Please observe the following with respect to the number of judges required, copied here from the UHSAA Speech and Debate Guidebook:

 

Section 16: Schools to provide Judges

Schools who fail to supply their allotted judges will be fined $100.00 per judge.

A.    Schools are required to supply the following qualified judges:

1.     One judge for one to two debate teams

2.     Two judges for three debate teams

3.     One judge for one to four I.E. contestants

4.     Two judges for five to eight I.E. contestants

5.     One judge for one to three L.D. contestants

6.     One judge for one to three Public Forum teams

7.     A full slate is required to bring a minimum of six judges.

B.    Each judge must be available for assignments one round beyond the elimination of all students from that school. All judges must be available for all rounds held prior to the awards assembly. Each school must have one L.D. judge, one Public Forum and one Policy judge with entries in L.D., Public Forum or Policy available for elimination rounds. Failure to abide these rules will result in a penalty fine of $25.

C.    Region Reps are responsible for securing Congress judges.

 

Judges will be expected to attend the mandatory judge’s orientation meeting to be held 15 minutes prior to the first round starting.  

 

The meet director may make a reasonable effort to secure extra, for-hire judges from neutral institutions, but this does not release a school from its judging obligations.

One final note:

 

To have a fair and enjoyable tournament, I think it’s important that each of us take the time and review the UHSAA Handbook at http://www.uhsaa.org/activities/speech.html and click the top link of the list: UHSAA Speech/Debate Policies, Rules & Guidelines.  I would ask that you would pay particular attention to the following:

 

Page 119, Section 17--Entry Substitution

Page 115, Article IV – Electronic Devices

Pages 127-128, CHAPTER IV – Event Specific Rules

(esp. Oratory and Extemp. as well as rules regarding evidence in debate)

 

Any teams using the entry substition rule should add their substitutions to the wait list. They will be removed once the tournament director has confirmed those entries have qualified.

 

I’ve included the Entry Substitution Rule for your convenience here:

 

Section 17: Entry Substitution

If a school qualifies more competitors than the rules allow in a particular event, the coach may choose to bring the extra qualifier to replace a region entry.

A.  Extras in one event can only be entered if all entries in that event qualified outright at the region tournament.

B.  Under this rule a student may only be entered in an event in which they competed at the region tournament.

C.  Non-existing entries may not be dropped to meet the limit overall (substitutions may only be made for slots filled at the region tournament).

D.  Entry limits shall not be exceeded:

        1.  The total number of entries per school shall not exceed 25 for 3A, 4A and 5A,            

2.  A policy or public forum team counts as two entries for the purposes of substitution. Two individual entries would need to be dropped to enter an additional policy or public forum team.    

 

Dropping a policy or public forum team would allow two slots in events where students compete individually provided the event limit is not exceeded.
