There will only be 15 bills on the docket: 5 for session 1, 5 for session 2, and 5 for session 3. Each school attending will be allowed to submit 1 bill.
If fewer than 15 bills are submitted by October 2nd:

-the docket will be supplemented with September NSDA Sample Legislation.

-Authorship (guaranteed 1st Aff speeches by competitors from the school that submitted the bill) Speeches WILL be allowed.

If more than 15 bills are submitted by October 2nd:

-the host will send out a ballot and each school will be allowed to rank their preferences for bills, and the top 15 ranked bills will be included in the docket.

-Authorship (guaranteed 1st Aff speeches by competitors from the school that submitted the bill) Speeches WILL NOT be allowed.
