Congress

Event Description:

We will essentially be following the new PHSSL rules for congress:
 - calendar set by random draw by the parlis at the beginning of the first session
 - first affirmative and first negative speeches have a mandatory two minute question period; all other speeches have a one minute question period -- NOT OPEN for amendment
 - questioning is done in "direct question" fashion -- thirty seconds per questioner -- presiding officer keeps a separate recency tracking for questions -- NOT OPEN for amendment
 - judges will rank the top nine students; parli will rank all the students; judges must award points which will be used (if somehow necessary) as a tie breaker
