Parliamentary debate is a format that emphasizes the skills of speaking and critical thinking, rather than researching and writing cases. Debate topics are chosen just 15 minutes before the start of a round, meaning that debaters have only 15 minutes to come up with arguments, without the help of technology or prepared briefs. Parliamentary debate is the most popular form of debate at the collegiate level and it has recently started becoming popular at the high school level, as well.
