A Resolution to Amend the Constitution to Lower the Voting Age

Whereas the youth in our nation have more access to education and have a higher sense of maturity.
Whereas currently only half the population votes.
Whereas teenagers are impacted by legislation they are not voting on.

Be it enacted by the congress here assembled that:
Section 1: The rights of the United States, who are sixteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.
Section 2 : The Congress shall have power to enforce this article by appropriate legislation.

A Bill to Close the Detention Center at Guantanamo Bay
Be it enacted by the congress here assembled that:
SECTION 1: The prison detention center at Guantanamo Bay housing enemies of the United States is hereby closed. All prisoners eligible for transfer to other countries shall be deported immediately.
SECTION 2: A periodic review board will be established to determine the legal future of prisoners not yet evaluated. Detainees deemed unfit to deport will be transferred to the United States’ “Supermax” detention facilities while they undergo due process and judicial proceeding. Any prisoner moved to the United States will receive a full and complete trial to determine their guilt.
SECTION 3: The Department of Defense will be responsible for closing the prison, transferring or deporting the prisoners, and housing any prisoner that is not deported in an adequate detention center. Any funds necessary to transfer or detain Guantanamo Bay prisoners shall be reallocated from the Department of Defense budget designated to house the prisoners at Guantanamo Bay.
SECTION 4: Upon passage, prisoners will no longer be detained at this facility. SECTION 5: All laws in conflict with this legislation are declared null and void.

A Bill to Prevent Government Shutdowns Title: The Automatic Continuing Resolution Act (ACR)

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: Section 1: In the event that a new appropriations bill has not been enacted by Congress at the beginning of a new fiscal year (12:00pm October 1) the United States Treasury shall continue funding all programs, projects, and activities at a level that is the lower of:

A) the previous year’s appropriated level, or
B) the amount provided in an existing continuing resolution, or C) the amount proposed in the President’s budget.

Section 2: The appropriations provided under the ACR shall end when: A) a regular appropriations bill becomes law, or
B) when the ACR is ended by a joint resolution, or
C) the fiscal year comes to an end.

Section 3: All laws in conflict are considered null and void.
Section 4: This act shall go into effect at the beginning of the October 18. 2019 – September 2020 fiscal year.

A Bill to Ban Neonicotinoids in Pesticides to Increase Bee Population BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1: Neonicotinoids in any capacity are hereby banned in pesticide production and use.

SECTION 2: Farmers continuing neonicotinoid use will be punished with loss of farm subsidies for fifteen years (five half-lives of standard neonicotinoids) SECTION 3: This legislation will be screened by the EPA and enforced by the USDA.

SECTION 4: This legislation will go into effect on March 1, 2019.
SECTION 5: All laws in conflict with this legislation are hereby considered null 10 and void.

A Bill to Promote Safe Zones in Bangladesh for Rohingya Refugees

BE IT ENACTED BY THIS STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1: The United States shall provide the Bangladeshi Government with $200 million of military aid each year if the Indian Government chooses to accept 100,000 thousand Rohingya refugees yearly for permanent resettlement. SECTION 2: Definitions: A. Rohingya refugees shall be defined as internally displaced persons who currently reside in refugee camps in Myanmar or Bangladesh. B. “Military aid” shall be defined as funding given to the Bangladeshi Government for military purposes and earmarked for military interest.

SECTION 3: The Department of State and the Department of Defense shall be responsible for enforcing the provisions of this bill. They shall create a joint task force dedicated to monitoring the acceptance of Rohingya refugees.

SECTION 4: The provisions of this bill shall take effect on March 1, 2019. SECTION 5: All laws in conflict with this bill are hereby null and void.

A Resolution to Require the Release of Presidential Tax Returns WHEREAS, The release of presidential tax returns has become customary but is not legally enforceable; and
WHEREAS, The hiding of this information from the American people may impact voting patterns; and
WHEREAS, By requiring the release of these returns, the public will have more insight into candidates for the office of the presidency; and
WHEREAS, This resolution will ensure that the will of the people is more truly represented; and
WHEREAS, This principle should be the focus of the United States’ electoral system; and
WHEREAS, By promoting the will of the people, America moves closer to its original vision; and
WHEREAS, It is paramount that the United States allow the people to make the best and most informed decision possible; now, therefore, be it
RESOLVED, That the Student Congress here assembled calls for the required release of presidential tax returns

A Bill to Allow Student Loans to be Discharged via Bankruptcy

Whereas Student Loan debt is quickly becoming a unmanageable;
Whereas the default rate on student loans may quickly become an International Economic Crisis;
Whereas Student Loans cannot currently be discharged via Bankruptcy; Whereas the prohibition against such a discharge was established out of fear and not facts;
Section 1: The student loan debt can be waived if:

A. An individual works for a non-profit for more than five years
B. An individual works for the government for more than five years C. The duration of the loan exceeds ten years
D. Paying off the loan puts an individual below the poverty line
E. Other extreme hardships like healthcare causes a financial hardship

Section 2: All laws in conflict with this are considered null and void.

A Resolution to Support Creating an Independent Palestine WHEREAS The United States Federal Government shall remove the Palestinian Authority from “terrorist status” list.

WHEREAS The United States Federal Government shall provide diplomatic support for the creation of the state of Palestine in currently occupied areas, including the establishment of an embassy in East Jerusalem.
WHEREAS The United States Federal Government shall guarantee security protection for Palestine in all instances against any foe of the State of Palestine. WHEREAS The United States Federal Government shall protect the sovereignty of the State of Palestine.

RESOLVED The United States Federal Government shall establish normal state to state relations with the new State of Palestine.
