Specific differences with AIA/NSDA rules are noted here:


~Direct questioning will be used at this tournament, but POs are encouraged to keep an extra questioner on tap rather than absorb 20+ seconds of questioning.
~The docket will have 3 bills for session 1 and 3 bills for session 2.
The agenda for the day should be determined in the morning session as usual.
~Bills will be capped at a maximum number of speeches (between 10-12) that will be less than the number of competitors in the round, but sufficient to allow for at least 2 speeches for all members of the chamber when multiplied across the three pieces of legislation designated for that session. Once legislation hits that max speech mark, and the questioning for the maximum speech has elapsed, the presiding officer will note that moving to previous question triggers automatically.

Due to the small window of time for Congress prep, we are not going forward with this aspect.

**Scorers will not have to listen to the same bills in different chambers for a morning and afternoon session. We want to keep things interesting and relevant for this tournament, rather than force some poor scorer to listen to 27 speeches about Puerto Rico, or an entire chamber speaking on each bill when people stopped saying new things 5 cycles ago**
