Congress

● Competitors have already drafted a list of ten bills and resolutions which will be voted on and debated during the round. Those attending the tournament have already be divided into sections called chambers.

● Before any debating can begin, an election should be held for a chair, any student looking to chair will give a short speech explaining why they deserve and want to chair. Their job as the chair will be to recognize speakers, anyone looking to answer a question, or anybody looking to set a motion. They should also time speeches, conduct votes, and keep order in the chamber.

● Congressional speeches should be no longer than 3 minutes. The first speech is followed by a mandatory two-minute questioning period. After these initial speeches, anyone may give a speech in opposition or in agreement (again no longer than three minutes), which should be followed by a one-minute questioning period.
