Legislation and Congress procedures for the 2020 Barkley Forum for High Schools has been released:
We will release semifinal and exhibition round legislation by January 16, along with any other late-breaking pieces of information. Based on feedback from last year, we increased the number of items a chamber may use in its tertiary agenda to allow for up to 11 items to be debated, particularly because we continue to use NSDA's pilot rule regarding limiting debate on individual legislation to no more than one-third of a round, along with the standing rule that debate on legislation cannot be carried from one round to the next.
Coaches, please note information we request to be entered for Congress judges:
- Cell phone (to reach if question with judging).
- Whether they are neutral (if they actively coach your students)
- If recent (2019) high school graduate
- Has conflicts with other schools/students (type in notes)
- If qualified to serve as a parliamentarian
Finally, we will be lengthening the semifinal round until 8pm, due to the number of students who will be in each chamber, to allow equitable time for debate.
