Congressional Debate Guidance

Congressional Debate at MU:
  • Congressional Debate runs in two sessions on Friday morning, February 14, from 8:30 AM to 11:40 AM before the rest of the tournament starts. It is held in the Drinko Library.
  • Each school may enter a maximum of six students. (Additional students may be wait-listed and will be added if we have multiple Houses.)
  • You have no judge obligations for Congressional Debate. We provide the judges, who often come with real-world legislative experience.
  • The Senate/House may table consideration of a bill/resolution but may not reorder the docket.
  • NEW RULE THIS YEAR: The number of speeches per bill/resolution will be limited to nine so more bills/resolutions may be considered.
  • Otherwise, Congressional Debate will follow NSDA rules generally. 
Legislation deadline: The deadline to submit legislation for Congressional Debate is Friday, February 7, at 12:00 PM.
 
Legislation submissions: Each school may upload or email to taylor41@marshall.edu up to two primary bills/resolutions per school and as many secondary bills/resolutions as you want. The primary bills will be placed randomly at the top of the pre-set docket and be followed by secondary bills - also in random order.
 
Presiding officer nominations: Each school may nominate up to two competitors to serve as presiding officers. We select presiding officers randomly from among competitors nominated. To nominate a competitor or competitors, please email me their name(s). (Remember: Congressional Debate works best if the presiding officer has some previous Congressional Debate experience.)
 
Docket/presiding officer notification: We hope to make a Congressional Debate docket available by Friday, February 7, at 5:00 PM and to inform schools who will have competitors serving as presiding officers at the same time.
 
Entries: Schools may enter students in Congressional Debate after the the legislation deadline, but it works better if they’re entered by Friday, February 7, so we can determine whether we need to run two Houses, line up additional judges, and/or remove any students from the wait list.
