ROUND 1 A Resolution to Establish Parole Restrictions

                WHEREAS, Prison inmates frequently come from dysfunctional families, have little education, no medical care, and no job prospects; and

                 WHEREAS, It is unrealistic to expect persons in these situations to avoid the abyss of recidivism; and

                 WHEREAS, Even minimal opportunities to gain education or job skills training has shown a dramatic drop in the recidivist rate of the inmates who participate in such programs; now, therefore, be it

                 RESOLVED, By the Student Legislature here assembled that: the Board of Parole Hearings (BPH) shall not consider any inmate of a California State Prison eligible for parole until after s/he passes a High School Equivalency Test (GED, TASC, etc.) and completes some form of accredited career training.


ROUND I A Bill to Expand Universal Background Checks

WHEREAS: The FBI National Instant Check System (NCIS) allows Federal Firearms Licensees to check if customers have a criminal background or are otherwise ineligible to purchase a firearm; and

WHEREAS: NCIS is only available to Federal Firearms Licensees and is not available for background checks for private firearms sales or sales at gun shows;

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States will expand federal background checks for gun sales covered under FBI's National Instant Check System (NICS) to cover federal private gun sales, and will make any necessary changes to NCIS to allow access for purposes of background checks for private firearms sales and sales at gun shows.

SECTION 2. The Federal Bureau of Investigation will oversee the implementation of this legislation

SECTION 3. This bill will go into effect on January 1st of 2019.

SECTION 4. All laws in conflict with this legislation are hereby declared null and void.


ROUND 2 A Resolution to Preserve Net Neutrality

WHEREAS, Network neutrality ensures an open internet and encourages innovation by creating a level playing field; and,

WHEREAS, Network neutrality ensures freedom of expression by preventing censorship of all legal content; and,

WHEREAS, There have been recent efforts to repeal net neutrality by the Federal Communications Commission (FCC); be it

RESOLVED, That the Congress here assembled further emphasize and uphold the importance of network neutrality; and, be it

FURTHER RESOLVED, That the Congress here assembled pass legislation to reinstate the 2015 FCC Open Internet Order that protects network neutrality


Round 2        A Bill to End Deportation of Undocumented Immigrants  Unless They Have Been Convicted of a Violent Crime

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States Government is hereby prohibited from deporting or forcefully relocating any undocumented immigrants unless they have been convicted of a violent crime.

SECTION 2. Undocumented immigrants are defined as foreign nationals residing within the U.S. without legal immigration status. Such includes persons who entered the U.S. without inspection and proper permission from the U.S. government, and those who entered with a legal visa that is no longer valid. Violent crimes are defined as those offenses involving force or threat of force. Such offenses can include but are not limited to murder and nonnegligent manslaughter, forcible rape, robbery, and aggravated assault.

SECTION 3. Oversight and enforcement of this bill is to be undertaken by the U.S. Immigration and Customs Enforcement Agency.

.SECTION 4. Funding for this legislation will be accommodated under the budgeted amount allotted to the U.S. Immigration and Customs Enforcement Agency set in each year's annual federal budget.

SECTION 5. This legislation will take effect January 1, 2018.

 

SECTION 6. All laws in conflict with this legislation are hereby declared null and void.

 

 

FINALS BILL A BILL TO EXTEND NAFTA

         BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

         SECTION 1. Congress shall hereby be directed to draft a proposal for a "Free Trade Area of the

Americas" to be discussed at summit in Miami, Florida with representatives from all relevant nations.

        SECTION 2. The "Free Trade Area of the Americas" shall be defined as a free trade agreement between the nations of North, Central, and South America.

         SECTION 3. The Office of the United States Trade Representative (OUSTR) shall oversee the implementation of this bill.

        SECTION 4. The proposed draft must be submitted to the OUSTR by February 1, 2018, and the

summit in Miami must be held no later than Feb. 1, 2019.

        SECTION 5. All laws in conflict with this legislation are hereby declared null and void


Finals Bill             A Resolution to Sanction Ethiopia

         WHEREAS, The government of Ethiopia has systematically marginalized and persecuted the

ethnic Oromo peoples within their country; and

        WHEREAS, The Ethiopian government has used unjustified lethal force on hundreds of

peaceful Oromo protesters; and

          WHEREAS, Ethnic conflicts in Ethiopia exacerbate regional instability in Northeast Africa; and

          WHEREAS, The United States' continued support for a country that persecutes and massacres

its own citizens undermines the United States' declared goals of international

peace and equality; now, therefore, be it

 

           RESOLVED, That the Congress here assembled move to place targeted economic sanctions on Ethiopia until such time as the Ethiopian government can be found to have taken significant steps to address the injustices perpetrated against the Oromo within Ethiopia.
